CCID Consulting: Cloud Computing Application Market Driven by Small and Medium-sized Financial Institutions in China

BEIJING--(BUSINESS WIRE)--With the continuous growth of China?s economy over the recent years, the small- and medium-sized financial institutions have also witnessed rapid development. According to statistics of China Banking Regulatory Commission, the urban commercial banks and rural financial institutions have outplayed the large state-owned commercial banks in terms of total assets growth rate in recent years. By the end of December 2011, the total assets of urban commercial banks registered a year-on-year growth rate of 26.6%, much higher than that of state-owned commercial banks, which was 16.8% year-on-year.

The rapid development of small and medium-sized financial institutions has boosted the development of IT application in the financial industry. As small and medium-sized financial institutions need to reduce investment costs and accelerate their own business development, building the public cloud will undoubtedly be the best choice, which will be a new type of data center outsourcing service. Various application platforms will provide all kinds of settlement services for small and medium-sized banks, saving them from building application systems on their own. In this case, the small and medium-sized financial enterprises no longer have to build data centers and they can throw all technical problems with software and hardware to the cloud computing service providers. Besides, the use-on-demand and pay-per-use delivery model can also significantly cut the construction and operation costs.

According to statistics of CCID Consulting, China?s financial application of cloud computing yielded a revenue of RMB 15.62 in 2011, up 48.2% year-on-year and accounting for 9.5% of overall cloud computing application market. The small and medium-sized financial institutions, contributing 20% of the revenue, are an important force in promoting the rapid development of cloud computing application in the financial industry. For instance, banks in villages and towns of Jiangsu, Henan and other provinces and cities have carried out informatization construction through managed cloud services. Thealliance of urban commercial banks of Shandong Province also actively deployed cloud service platforms for its 14 member banks, providing unified IT system and product development, data operation maintenance, gross settlement and business operation platform services.

Figure Market Size and Growth of the Financial Cloud Computing Application Market in China, 2010-2011

Source: CCID Consulting, February 2012

In the future, with the further development of these institutions and further improvement of informatization applications, the informatization construction will enter a stage of IT resource integration; the demand for cloud computing application services will also be enhanced to realize unified management of IT resources and interconnection of all heterogeneous systems through IaaS, PaaS and SaaS etc. Over 100 small and medium-sized urban commercial banks and more than 3,000 rural banking principals (including new rural financial institutions) have formed a strong potential customer base in the market.

However, CCID Consulting holds that users, restricted by cloud computing security and the highly sensitive risk control issues, will be cautious in the adoption of such applications. They will probably start from periphery applications and gradually approach the core application systems to finally achieve an extensive application of cloud computing in the informatization of the financial industry.

NFL, Army team up to battle concussions

By Jeff Black, NBC News

Progress on limiting the health effects of concussions in the NFL and the Army will take a change in the ?warrior culture? that keeps players and soldiers silent and their comrades and leaders inattentive to the problem.

That?s the message NFL Commissioner Roger Goodell and Army Chief of Staff Gen. Raymond T. Odierno delivered in a panel discussion held at the U.S. Military Academy at West Point, N.Y. on Thursday afternoon and streamed online by the Army.

Goodell appeared on the panel the same day that the NFL filed a motion to dismiss 140 concussion lawsuits, saying the claims are pre-empted by federal labor law.

Related:?Military study finds training concussions for some troops

Before an audience of cadets, the two leaders, as well as two soldiers, two former players and two brain injury specialists, probed the topics of concussions and mild traumatic brain injury (TBI) in sports and the military and what can be done to help identify, treat and prevent them.

Brain injuries have been linked with the?suicides of former NFL players, most recently Junior Seau, ?and?suicides in the military.

All agreed that while coaches, platoon leaders and other leaders should bear responsibility for combating the problem, a third party needs to involved to help decide whether to keep soldiers and athletes active.?

?It?s not just the medical people or you as leaders? responsibility,? Odierno said. ?It?s you as a fellow soldier or fellow player. If you see that they?ve been injured and you can tell that they?re not necessarily with it entirely. We?re not asking you to make a diagnosis. Make sure you tell somebody. Get them of the field. Get them off the battlefield. And make sure they get the proper medical attention. It?s all of our responsibilities.?

Related:?Concussion crisis growing in girls' soccer

The panelists pointed out the similarities among soldiers and NFL athletes and cultures in which fierce competitiveness can allow injuries such as concussions to be ignored for sake of winning or completing a mission. Pressure from peers can also lead to players or soldiers not wanting to report health issues for fear of being perceived as weak.

?There?s been a greater awareness that these injuries are serious because they deal with your brain and they need the proper time to be able to recover from that,? Goodell said. ?Hopefully the awareness allows soldiers and players in any sport to understand that when you have these injuries you treat them seriously and make sure you get medical attention before you engage.?

Medical experts on the panel explained how new protocols and tests in the NFL and the military help diagnose concussions. For example, the Army takes an image of soldiers' brains before deployment to create base line that can be compared with an image after combat. Other rules and regulations keep players and soldiers from returning to action before they are cleared by a medical professional.

The effects of repeated?concussions and dangers to children?have spurred 38 states to pass concussion laws. Most require schools and leagues to inform athletes and parents about concussions, to remove kids who appear to have suffered concussions from play and to require players to be cleared by a health care professional before returning. The NFL has supported that effort.

Former NFL players?Troy Vincent and Bart Oates appeared on the panel, as did Staff Sgt. Shawn Hibbard and?Maj. Christopher Molino. The medical experts were?Maj. Sarah Goldman, Army's traumatic brain injury program director, and?Dr. Richard Ellenbogen, of the University of Washington, who co-chairs the NFL's head, neck and spine committee.

Relatives searching for the missing from the Balkan conflicts, from left: Ljiljana Alvir, Seida Karabasic, Olgica Bozanic attend a press conference in Belgrade, Serbia, Wednesday, Aug. 29, 2012. Amnesty International and regional Balkan human rights organizations, on Wednesday urged the Balkan states to investigate the fate of some 14,000 people still missing from the region's conflicts and for those responsible for their disappearance to be punished. The groups charged ahead of the International Day of the Disappeared on Thursday that the Balkan governments lack political will to deal with the problem more than two decades after the wars started. (AP Photo/Darko Vojinovic)

(AP) ? Ljiljana Alvir is convinced Serbian authorities know how her brother died during the war in Croatia, and where his remains are. She just doubts they want to tell her.

"Serbian institutions have the information where he was killed, and where his bones lie," but they are hiding the truth, she said at a press conference Wednesday to mark the International Day of the Disappeared. "Everyone deserves to find where the bones of their loved ones lie."

Alvir, a Croat from Vukovar ? who lost both her fianc? and brother during the Serb conquest of the city in 1991 ? is one of the many people across the Balkans that Amnesty International says are still searching for news on the whereabouts of the some 14,000 people still missing since the end of the Balkan conflicts in 1990s.

Amnesty says most of the missing ? more than 10,000 ? are linked to the 1992-95 conflict in Bosnia, about 2,400 disappeared during the 1991-95 war in Croatia, and another 1,800 during the 1998-99 conflict in Kosovo.

The wars erupted when the former Yugoslavia broke up and its former republics and ethnic groups turned against each other. Croatia's decision in 1991 to declare independence triggered a war with the Serb-led Yugoslav army which overran the eastern parts of the country, including Vukovar. The town fell in November 1991, after months of siege and heavy battle reduced it to rubble. Hundreds of people were killed by Serb troops when they took control and thousands more disappeared, including Alvir's brother.

Amnesty and regional human rights organizations on Wednesday urged the states that emerged after the breakup ? Serbia, Croatia, Bosnia, Montenegro, Macedonia and Kosovo ? to investigate the fate of the disappeared. The states have all repeatedly pledged to resolve their fate, and thousands of people have since been unearthed from mass graves and identified.

Amnesty also called for those responsible to be punished, and charged that Balkan governments lack the political will to prosecute those responsible more than two decades after the wars started.

Jezerca Tigani, Amnesty's Europe and Central Asia deputy program director, said Wednesday that the lack of an investigation and prosecutions remains a serious concern. "The major obstacle is ... a persistent lack of political will in the countries in the region," he said.

Critics insist that the governments have been deliberately concealing full truth to avoid responsibility. The families of the missing on Wednesday urged the European Union to condition any progress in the accession process of the Balkan states with the question of the missing.

Tigani said their fate and whereabouts is "a daily source of pain for relatives" still waiting to learn. "People living in the Balkans have not closed the chapter of enforced disappearances ... For the families of the disappeared; having the body returned for burial is the first step towards achieving justice."

Saida Karabasic, whose father was killed by Bosnian Serb troops in the western town of Prijedor, said that those who have the power to resolve the fate of the missing and are not doing it "are accomplices in the crime."

"We do not see an end to our agony," she said.

The International Day of the Disappeared commemorates those worldwide who have gone missing in armed conflicts or other situations of violence, and remembers the plight of their families.

Directcom Completes Arbon Fiber-to-the-Home Project ? Direct ...

August 29, 2012 by Brigham Griffin

This spring, Direct Communications engineers completed the upgrade of Arbon Valley from traditional copper telephone lines to Fiber-to-the-Home, enabling every resident in Arbon to receive broadband access.

The company?s fiber to the home rollout in Arbon began in the summer of 2009, and since then, Directcom crews have been working around the clock, laying fiber optic cable to all of the homes in the Arbon Valley. Even the very remote homes, from those miles up in the mountains to down the valley, can now receive better high-speed internet service than is available in most cities in the USA. The company began with Arbon because this exchange area had always been the most difficult to serve with traditional DSL over copper, and thus had the fewest broadband subscribers.

Direct Communications buried 158 miles of fiber optic cable in Arbon Valley, bringing fiber to about 90 homes.

Matt Farr, Engineer and Operations Manager stated: ?Arbon was a good starting point for us because it was so open, the construction was straightforward, and there weren?t a lot of other utilities to worry about running into. Also, we had a lot of customers there in Arbon that simply could not receive any internet signal before, because the farms and homes were so spread out. Fiber was the solution. It?s been good to hear customers tell us things like: ?We tried streaming Netflix for the first time ever last night?that was pretty cool.??

There is no resistance in the fiber optic cable, unlike copper lines, so the signal can travel infinitely futher, because it?s light, not an electron flow. With fiber, Directcom can now serve more remote customers in rural areas like Arbon, who live many miles away from the central phone office with broadband products like ethernet, VOIP, video conferencing, home security systems, remote appliance management, and other IP-based apps, which will be vital to the future economies of rural areas. Fiber optics will open up whole new markets of people who previously were too far to pick up a DSL signal over copper.

Farr related that the residents of Arbon had been extremely cooperative during the construction, often helping out the crews, which had helped the project go smoothly.

?The farmers would let us park our equipment in their sheds or shops overnight so that things like the water trailer wouldn?t freeze; they would let us fill up with water from their pumps?the whole community was just really helpful.? He related that people were so excited to get internet service that they would go out of their way to help get the work completed quickly.

?Once, at the end of the season, we were stopped by a really bad snowstorm, and a resident from Garden Creek drove out in the snow to pick up our fiber splicer, and all his equipment, on her personal snowmobile, so that we could complete the fiber splicing at their home.

We had people working in some very remote areas in Arbon, and sometimes we would run out of gas. Ken Estep once came out when we were in trouble and gave us a full tank of gas from his farm tanks.

I also want to thank the County Road Crew for all their help?they were extremely responsive in issuing all the road permits and easements we needed, and were very easy to work with?we were able to coordinate our fiber and road construction schedules?we couldn?t have completed this project without them.?

Directcom used local Arbon electrician, Cody Evans, to help wire the homes internal communications lines so that they would be ready for a fiber ethernet connection, and also to connect the homes power to the fiber terminal battery backup. Unlike the old copper network terminal, the fiber electronics (called an Optical Network Terminal, or ONT) on the side of a home, needs a power supply, and that required new electrical wiring in most cases.

Lucas McHargue, Construction Supervisor, said he remembers those years working in Arbon consisting of long, sometimes lonely days, and each home they connected had a story to it. ?I remember times when the snow was so deep on people?s driveways that even the backhoe couldn?t go through it, and we would have to move forward bucket by bucket, as I cleared the snow away. We met a lot of interesting people out there, and a lot of different dogs?some friendly, some not so friendly. People would call into the main office after we left their home and say: ?Those guys deserve a raise,? which I agreed with.?

Besides the direct access to high-speed internet from Direct Communications, the fiber will benefit the community in many other ways. Directcom has connected fiber to two cell phone towers in the valley, which will increase coverage and data speeds for people using certain cell phones. Fiber in an area means better communications for everyone.

The Arbon area?s first telephone lines were laid by local farmers, who asked former Rockland Telephone Company owner, Joseph Lee May, to acquire the lines back in the 1950?s. He was able to connect the two exchange areas together using copper lines hung on poles. Arbon and Rockland are now connected by various buried fiber optic lines that run right over the mountains separating the valleys, and Arbon will become part of a route that transports a lot of data traffic around southeast Idaho for various major carriers.

When will the rest of Direct Communications customers be upgraded to fiber?

Farr explained: ?We have a 5-year plan to basically convert all of our exchange areas from Bear Lake to Rockland to 100% fiber to the home. Arbon is complete. We started on Rockland this year, and will be completely upgraded to fiber over the next 2 years there. Bear Lake is the biggest project and that will take longer, but we already have a few subdivisions there completely converted to fiber, including The Reserve and Cottle Communities in Fish Haven. This summer we also buried new duct to about 30 homes in Canyon Estates in Fish Haven, and we hope to complete splicing the fiber there by the end of this year.?

Fiber optic cable carries an all-digital signal, which is better suited to today?s digital communication devices. Also, there is no interference from electric lines or magnetic fields like you experience with copper, so the signal is clearer, which will result in a better conversation and data transmission. Even lighting strikes, which can be transmitted by copper cabling, is not transmitted by Fiber-optic cable.

Having fiber to a home is a great modern feature that can increase the functionality and value of a home. In fact, having Fiber to the Home could increase the value of a home by as much as $5,000, according to the Fiber-to-the-Home Council *.? Fiber could be a great economic leveler for rural residents.? The homes in Arbon now have the same advanced connectivity as the most high-tech building in any major financial district in the world.

Dwarf pair pump out gravity waves

Researchers have spotted visible-light evidence for one of astronomy's most elusive targets - gravity waves - in the orbit of a pair of dead stars.

Until now, these ripples in space-time, first predicted by Einstein, have only been inferred from radio-wave sources.

But a change in the orbits of two white dwarf stars orbiting one another 3,000 light-years away is further proof of the waves that can literally be seen.

A study to be reported in Astrophysical Journal Letters describes the pair.

Gravitational waves were a significant part of Albert Einstein's general theory of relativity, which viewed space itself as a malleable construct, and the gravity of massive objects as a force that could effectively warp it.

Catching sight of an actual gravity wave, however, is a tricky business; their effects are far too small to be measured with Earth-bound experiments.

But the wider Universe provides a laboratory in which the indirect effects of gravity waves can be measured.

Six-second switch

In principle, any two massive objects orbiting one another can emit gravitational waves, slowly losing the momentum of their orbits into the waves.

The effect is to slightly change the size of the orbits, and the time it takes to complete them.

A measurement of a minuscule change in the orbits of rapidly rotating neutron stars called pulsars garnered the 1993 Nobel Prize in physics.

But pulling off the same trick with visible light has until now eluded researchers.

It is the extreme nature of the pair of white dwarf stars known as J0651 - each a substantial fraction of our Sun's mass orbiting each other at a distance just a third that between the Earth and Moon - that increases the magnitude of the gravity waves.

As members of the same team reported in Astrophysical Journal in 2011, the pair orbit each other in less than 13 minutes.

Since that discovery, the team has been keenly watching the pair "eclipse" one another, with each briefly blocking out the other's light as seen from Earth.

Over a period of 13 months, the team saw the orbital period reduce by some six seconds - a tremendous rate of change, and one that was easily measured.

"A lot of these indirect measurements have taken people years, mostly because the orbits are so much longer," explained lead author of the study, JJ Hermes from the University of Texas at Austin.

Mr Hermes told BBC News that he liked the idea that such a groundbreaking result was established in part by using a telescope nearly as old as Einstein's theory: the Otto Struve 2.1m telescope at the McDonald Observatory in Texas.

"There have been 30 years of using radio telescopes and timing pulsars, but this is the first time we've been able to detect the influence of gravitational wave radiation using an optical telescope," he told BBC News.

The team will continue to watch the pair's tightening orbit, which should reduce by another 20 seconds by next May. The result will also help guide observations from "direct detection" experiments.

These, such as the proposed eLisa project, aim to measure the tiny relative movements of vastly separated detectors as gravitational waves pass - a final, irrefutable proof that the waves are what relativity predicted so long ago.

"It would be really nice confirmation if we got one of these laser interferometer missions going - we'd know exactly what to look for," Mr Hermes said.

"We've crunched the numbers, and eLisa would be able to detect this thing in about a week."

Microdata, Your Website, and Search Engine Optimization

Search engine companies Google, Bing, and Yahoo compete heavily for market share, so when they gang together in order to work on search engine optimization tools it is the wise web master who takes notice. ?Their newest collaborative effort is Microdata, a tool designed to increase the accuracy and efficiency of search engine results pages.

What is Microdata?

Microdata is a way of tagging your HTML5 content to help search engines figure out what the content is and, therefore, how relevant it is to a search request. ?The new tags are called ?schema?. ?Each schema has its own set of properties, some of which may be shared by other schemas and some of which are completely unique. Microsoft, Google, and Yahoo have worked together to create thousands of these schemas for all kinds of items both tangible and intangible.

How do I use it?

  • Use schema tags only on the visible content on your webpage.
  • Use itemscope to specify that everything following is part of the schema?(example: <div itemscope)
  • Add the itemtype element after itemscope in order to tell the search engine the what type of information is being discussed (example: <div itemscope itemtype=?http://schema.org/Book?>
  • Itemtypes must always be expressed as url?s (example: http://schema.org/Itemtype)
  • Tag supporting details with itemprop (example: itemprop=?name? or itemprop=?publisher?)

Why put in all the effort to add it?

If you don?t add the schema tags, you?re leaving it up to the search engine bots to try and figure out what your content means, where to place it, and how to rank it. ?Naturally, this leaves a whole lot of room for error. ?If you want to be sure that the content you have worked so hard to create and promote is accurately processed by the search engines, it?s worth the effort to add the schema tags to your posts.

What about WordPress?

Where can I find out more?

The single best source of information on schema tags is http://www.w3.org ? the internet standards experts.

AMD FX-4130 delivers 3.8GHz quad-core on a budget, A-Series chips get even cheaper

AMD FX4130 delivers 38GHz quadcore on a budget, Aseries chips get even cheaperIf you're building a starter desktop to get ready for school, you'll be glad to know that AMD is squeaking just a little more value for the dollar out of its processors. The new quad-core FX-4130 takes a 200MHz hop forward from its predecessor to a 3.8GHz base speed, and ramps up to 3.9GHz if it's feeling frisky. While it's thirstier than the earlier FX-4100 at 125W of maximum power draw, the unlocked chip's $112 retail cost is a potential sweet spot for those tailoring a system to a strict price. Anyone willing to trade overclocking support for yet more of a savings will be glad to know that AMD has been slashing the prices of its Fusion-based A-Series chips at the same time: the across-the-board cuts bring even the 2.9GHz A8-3850 down to $91. No breaks exist here for the performance crowd, alas, but AMD's new proposition might be just the excuse needed to build that budget Windows 8 PC.

(AP) ? When Republicans nominated former Massachusetts Gov. Mitt Romney for president, their vote brought to an end a long primary fight and set the stage for a close contest against President Barack Obama.

In a roll call of states Tuesday, New Jersey put Romney over the top, giving him the prize that eluded him four years ago. Romney is scheduled to accept his party's nomination in a speech Thursday night.

Republican voters flirted with a carousel of GOP rivals before settling on Romney, who effectively clinched the nomination in May. All of Romney's former GOP competitors have endorsed him, with the exception of Texas Rep. Ron Paul.

Paul did not have enough support to have his name placed in nomination, but he got 190 votes in the roll call. Romney finished with 2,061, well over the 1,144 needed to claim the nomination.

Former Pennsylvania Sen. Rick Santorum got nine votes while former Utah Gov. Jon Huntsman, Rep. Michelle Bachmann and former Louisiana Gov. Charles "Buddy" Roemer each got one each.

Isaac nearly hurricane; evacuations outside New Orleans

New Orleans may see six to 12 inches of rain, and is gearing up to be one of the worse blows to hit the city since Katrina. Weather Channel meteorologist Jim Cantore reports.

By Miguel Llanos, NBC News

Updated at 8:22 p.m. ET:?Residents in unprotected, low-lying areas outside New Orleans were evacuating Monday as Tropical Storm Isaac grew closer to becoming a hurricane that could make landfall in or near Louisiana almost seven years to the day that Hurricane Katrina struck.

"All preparations to protect life and property should be completed tonight," said Ed Rappaport of the National Hurricane Center in his 8 p.m. ET update. He emphasized that water from rain and storm surge would be the biggest threat -- 6 to 18 inches of rain are expected.

Isaac's wind speed increased to 70 mph, just 4 mph short of a hurricane, the National Hurricane Center said in a late afternoon update. It also forecast Isaac would reach Category 2 status with 100 mph winds late Tuesday night. That's a stronger Isaac than forecast earlier Monday.?

By 8 p.m., the center of the storm was 230 miles southeast of the southeastern-most part of Louisiana.

In areas near New Orleans, mandatory evacuations were ordered Monday morning for?"our low-lying areas ??those outside the hurricane protection system???such as Lafitte, Crown Point, Barataria and Grand Isle," Jefferson Parish President John Young told TODAY.?

Plaquemines Parish,?which stretches 60 miles out into the Gulf,?also issued a mandatory evacuation order for residents on its east bank starting at noon Monday.

"We?re telling them to get out," Parish President Bill Nungesser told MSNBC. "We?re going to get hit first and we?re going to take the worst beating of this storm. So people are heading up the highway now."

"In our parish there?s one road in and one road out," he added, "and it?s steady traffic flowing out the parish as we speak."

Isaac is expected to be the first major test of a $14 billion makeover of the system that failed the city so disastrously in 2005. NBC's Lester Holt reports.

Parts of Lafourche, St. Charles, St. John parishes saw mandatory evacuations as well.

The governors of Alabama, Louisiana and Mississippi declared states of emergency as a hurricane warning went into effect for a 300-mile swath that extended into Florida. The warning area was later narrowed to between Morgan City, La., and the Alabama-Florida border.

"Tonight is when the conditions will start to go downhill" ahead of landfall by Tuesday night, National Hurricane Center Director Rick?Knabb said in a morning update.

Isaac will probably move slowly inland, possibly dumping as much as 18 inches of rain in places, Knabb said.

"That's going to be the big problem," NBC meteorologist Al Roker said on TODAY. "We're talking about potentially 24 hours of hurricane force winds and heavy rain."

"Storm surge is going to be a big, big problem," he added. "Six to twelve feet above normal as you get to New Orleans. Panama City is about four to seven feet."

Related:?Follow Isaac's path with our storm tracker

The hurricane warning area includes?New Orleans, which was devastated when Hurricane Katrina swept over the city on August 29, 2005, killing more than 1,800 people and causing billions of dollars of damage along the coast. A hurricane hasn't hit the Gulf Coast since Ike in 2008.

New Orleans Mayor Mitch Landrieu said at a briefing Monday that schools and City Hall had closed and that the city's defense network of levees and pumps was ready.

NBC's Lester Holt reports from New Orleans, La., where residents and visitors are prepping for Tropical Storm Isaac ?as it threatens to strengthen into a hurricane before landfall.

"All pumps are operational," he said. "We are well prepared to go."?

Landrieu earlier noted the irony of Isaac's arrival. "The timing, as fate would have it, on the anniversary of Katrina has everybody in a state of alertness, but that is a good thing," he said.

If Isaac makes landfall a bit west of New Orleans, that puts the city in the northeast quadrant of the storm, Roker noted, "and that's the worst place" for storm impact.

With tropical storm force winds that extend 205 miles from its center, Isaac is an unusually wide storm.?

"Impacts will be far to the east and to the west of where it comes ashore," Craig Fugate, head of the Federal Emergency Management Agency, told TODAY.

TODAY's Savannah Guthrie talks to Jefferson Parish president John Young about possible impact of Tropical Storm Isaac on Louisiana, how residents should prepare and when voluntary evacuations will become mandatory.

Related:?Reshuffled Republican convention to proceed on Tuesday

Robert Latham, the director of Mississippi's emergency management agency, urged residents to prepare for the storm's possible arrival.

"This is important to remember, this is a huge storm," he said. "I don't have to tell you what a storm like that can do."

Alabama Gov. Robert Bentley ordered mandatory evacuations beginning on Monday for residents in low-lying areas along the coast.

Oil companies earlier evacuated workers and cut production at Gulf offshore rigs.

Weather.com reported that areas as far west as extreme southeast Texas should continue to monitor Isaac's progress in case a farther west track materializes.

Alan Diaz / AP

Tropical Storm Isaac rakes the Dominican Republic, Haiti and Cuba as begins to bear down on Florida, where Tampa will be hosting the Republican National Convention.

Some Gulf residents started stocking up on supplies and securing their homes. In New Orleans, long lines formed at some gas stations and in Gulfport, Miss., people crowded supermarkets to buy bottled water and canned food.

On Sunday,?the storm lashed the?Florida Keys?and Miami area with wind and rain. Monday morning, some 80,000 south Florida homes and businesses were without electricity due to downed trees that fell on power lines.

The hurricane warning area includes "quite a few oil rigs," said?National Hurricane Center meteorologist Jessica Schauer,?but perhaps not the heart of the U.S. offshore oil patch, which produces about 23 percent of U.S. oil output and 7 percent of its natural gas.?

Once ashore, the storm could wreak havoc on low-lying fuel refineries along the Gulf Coast that account for about 40 percent of U.S. refining capacity.

That could send gasoline prices spiking just ahead of the Labor Day holiday, analysts told Reuters. "It's going right in the heart of refinery row," Phil Flynn, an analyst with Price Futures Group in Chicago, said Sunday.

From weather.com: Live updates and analysis

Isaac's westward track meant the worst of its weather missed Tampa, where the Republican National Convention was to open its four-day meeting on Monday???but official events were delayed until Tuesday because of the storm.

Tampa and much of Florida's west coast and panhandle saw bands of heavy rain on Tuesday morning.

"There's an isolated tornado threat in central Florida up through the northeastern Gulf area," Knabb said. "Just because the center is out in the Gulf don't think that in Florida there aren't some hazards."

Several Republican governors from Gulf states have altered their plans for the GOP convention. Alabama's Gov. Bentley and Louisiana Gov. Bobby Jindal canceled their trips to Tampa. Florida Gov. Rick Scott gave up a chance to speak.?

NBC's Chuck Todd reports from Tampa, Fla., where delays at the Republican National Convention due to Tropical Storm Isaac are set to disrupt the lead-up to Mitt Romney's acceptance of the Republican nomination for president.

In south Florida, winds from Isaac forced cancellations of hundreds of flights in and out of Miami, Fort Lauderdale and other south Florida airports on Sunday.

Isaac is also affecting cruises around Florida and the Caribbean, according to Cruise Critic, a website that covers the industry. Cruise lines have kept ships at sea, altered itineraries and delayed departures of upcoming sailings, Cruise Critic reported.?

Related:?South hopes for drought relief from Isaac

Isaac moved into the Gulf of Mexico after spending several days sweeping across the Caribbean.

In Haiti, Isaac added to the misery of more than 350,000 survivors of the 2010 earthquake still living in flimsy resettlement camps as water gushed into tents and corrugated plastic shacks were ripped apart by the wind.

Authorities in the impoverished nation said the storm had killed eight people, including three children.

In the Dominican Republic, officials said three people were missing, and confirmed the death of the mayor of a town near Santo Domingo, who was swept away as he tried to save another person from a flooded river.

No deaths or injuries were reported in Cuba, which got off lightly when the storm crossed its eastern flank instead of raking up the length of the island as originally predicted.

Weather.com, Reuters and The Associated Press contributed to this report.

NATO: 202 Afghan bases closed, more to come

(AP) ? NATO has closed more than 200 bases in Afghanistan and transferred nearly 300 others to local forces, a concrete step toward its 2014 target of handing over security responsibility, NATO officers said Sunday.

All 202 closed facilities were small, ranging from isolated checkpoints to bases of a dozen to 300 soldiers, said Lt. Col. David Olson, a NATO forces spokesman. Most of the closures have been along the country's main highways, spread across nearly every province, Olson said.

Another 282 bases of the same size have been handed over to the Afghan government, he said.

That means international forces now operate about half as many bases in Afghanistan as in October of 2011, when they ran about 800 bases.

The closures are part of the large-scale drawdown over this year and next as international forces prepare to transfer security tasks to the Afghan government at the end of 2014. Most of the troops that are leaving are American, and therefore most of the closures are U.S. bases.

"As our Afghan security force partners take more responsibility for their own security, more bases will be closing and transitioning," said Brig. Gen. Steven Shapiro, who is heading up the operation to return or hand over U.S. equipment. He said that so far the U.S. government has given about 20,000 pieces of equipment worth about $3 million to the Afghan government, ranging from chairs to large generators.

"Our footprint here will continue to shrink," Shapiro told reporters at a briefing about how non-military equipment is being processed as numbers of American forces decrease.

The U.S. started drawing down forces from a peak of nearly 103,000 last year and plans to have 68,000 troops in Afghanistan by October.

Lonmin hopeful more workers will return to S. Africa mines

After a promising weekend turnout of workers at its South African platinum mines, Lonmin voiced hopes more will clock in on Monday as talks resume following violence that claimed 44 lives.

Lonmin expects the bulk of its 28,000 workers to report for duty while it tries to work out a deal with the 3,000 rock drill operators who launched a wildcat strike more than two weeks ago.

The platinum giant said 57 percent of workers had reported for duty on Saturday at one of its two sets of shafts.

"We are quite upbeat. We are hopeful we will get more workers tomorrow," said spokeswoman Sue Vey.

The government and religious leaders have been mediating in talks between unions and Lonmin management.

Mining operations at the world's third largest platinum producer have ground to a halt since August 10 when the 3,000 rock drill operators started a vigil on a hill, demanding a 300-percent pay rise.

The strike degenerated into violent clashes between workers, leading to the deaths of 10 people, including two policemen.

Police then brutally put down the protest, shooting dead 34 strikers, the nation's deadliest police action since apartheid.

An official mourning period for those killed declared by President Jacob Zuma drew to an end at the weekend.

Production at the mines has not yet resumed, with Lonmin saying mining operations would restart once it has secured "sufficient numbers" of workers and safety has been ensured.

"No production is happening. Yesterday's shift was all about making the place safe, cleaning and briefings," she told AFP.

The company will likely battle to meet its annual production target of 750,000 ounces.

Lonmin spent the weekend persuading the workers to return to the job.

Religious leaders said a fresh round of talks was lined up for Monday.

"They had agreed that on Monday they will resume talks on wages, but management raised the issue of peace and an environment conducive to work," Bishop Jo Seoka of the South African Council of Churches told AFP.

On Wednesday talks mediated by the government, and involving the two feuding unions -- the main National Union of Mineworkers (NUM) and its breakaway, the Association of Mineworkers and Construction Union (AMCU) -- are set to re-open.

Eric Gcilitshana, NUM's health and safety secretary, who is involved in the talks, said all unions including the AMCU had agreed to be part of the discussions on a peace accord.

He also expected that more workers would show up on Monday, taking a cue from mates who have gone to work and returned home unharmed by strikers.

Workers are demanding a wage increase to 12,500 rand ($1,500, 1,200 euros) a month, claiming they currently earn only 4,000 rand.

Once that demand is granted, "maybe Tuesday we will go back" to work, one of the workers' representatives in the talks facilitated by the church, Kunene Msindiseni, told AFP by phone from Marikana.

Lonmin says that, when bonuses and other allowances are included, the rock drill operators earn an average of 9,813 rand before taxes.

Dhingana, ?India?s Spotify?, introduces ads, snags key Facebook exec as an advisor

Indian music specialist?Dhingana, often referred to as ?India?s Spotify?,?has upped its efforts to monetise its 11 million-strong userbase after it announced the introduction of an advertising platform on its service.

First started in 2007 by US-based twin brothers Snehal and Swapnil Shinde, Dhingana has rolled out an ?immersive advertising platform? to give brands and companies an opportunity to reach fans of Indian music in the country and the world over.

The company believes that Dhingana adverts will be particularly appealing for entertainment brands ? such as movie studios, music labels ? as well as mobile operators and other firms seeking to reach Internet savvy Indians.

Speaking to TNW earlier this year, Snehal said that the service?s business model would include advertising, which will complement the existing revenue from user subscriptions.?Ads can be served using a range of different variables, including geo-targeting, as well as more specific user-based metrics, he explained.

Commenting on the launch of the ad platform, CEO?Snehal said:

Globally, over 11 million Indian music fans listen to their favourite music on Dhingana. We believe that this is a great motivation for brands looking at innovative avenues to reach out to them. This led us to develop a highly intuitive advertising platform.

That?s not all, however, and Dhingana has bagged a huge name in the Web advertising space after?Gokul Rajaram, Facebook?s product director for advertising, joined its advisory board.

Former Google executive Rajaram is highly rated, and is a figure who is key to Facebook?s monetisation push. His involvement is a major coup and unsurprisingly the Shinde brothers are ?thrilled? to have him on board.

?Gokul has extensive experience in creating user-friendly and highly profitable experiences for social and mobile platforms. His experience will be invaluable as we expand the service to reach more users,? COO?Swapnil says.

Rajaram himself paid tribute to Dhingana?s progress, saying that the company has ?been quick in tapping the huge impact that mobile is making in India.?

Dhingana was one of a number of services that saw a huge boost in usage after joining Facebook?s open graph initiative. The company hit a then-record 10.5 million users in April, which it said made it the biggest legal streaming site in India.
