Spain urged to come clean on bank bailout plan

(AP) ? The European Union urged Spain Thursday to come clean on how it plans to finance the overhaul of its banking sector, warning that uncertainty over this has contributed the recent market turmoil and soaring borrowing costs.

As Spain's deputy prime minister headed to Washington to discuss the country's economic crisis with the U.S. treasury secretary and the head of the IMF, a European Commission spokesman, Amadeu Altafaj, told Spanish National Radio the conservative government in Madrid needed to spell out quickly how it plans to finance the recapitalization of troubled lender Bankia SA and whether there other banks burdened by toxic real estate assets that might need assistance.

The government nationalized Bankia earlier this month, and the ?19 billion ($23.63 billion) in public money that will now be injected into it is more than twice what the government originally estimated would be needed. Bankia's share prices have plummeted since it was formed a year ago from the merger of seven troubled cajas, or savings banks.

"No one can expect that with these negative results of some banks the markets can react with euphoria," Altafaj said.

He said it would clearly be better if the Spanish government turned to capital markets to finance the clean-up of Bankia, Spain's fourth largest bank, but stressed that if it is going to need external money it should say so soon.

"What you cannot do is maintain this uncertainty, which is what is dragging down market confidence," the spokesman said.

Deputy PM Soraya Saenz de Santamaria is making the trip to Washington as yields on Spanish bonds remain at dangerously high levels amid worries over Spain's public finances and its troubled banking sector. The 10n-year bond opened Thursday with a yield at 6.61 percent, down 2 basis points from a day earlier, according to financial data provider FactSet..

Saenz de Santamaria will confer with Treasury Secretary Tim Geithner and IMF managing director Christine Lagarde.

Investors gave Spain a beating on Wednesday following reports that a plan to finance the ?19 billion bank bailout of Bankia by using government debt as collateral to get cash from the European Central Bank had been rejected by the central banking authority.

? The most vulnerable are those working in factories handling asbestos, but it also affects people using asbestos in their homes as a cheap substitute for roofing materials. In most cases this is a common demographic. The poor need asbestos and the poor work with asbestos. The poor are also silent sufferers.

The deadly nature of asbestos is common knowledge in the developed world. Several nations have completely banned the use of the material, most notably of the EU, Japan and Australia. In the late 90s, the European Commission and Canada even had a standoff at the WTO regarding France?s ban on asbestos products.

Weirdly, Canada is another country where the use of asbestos is banned. The Canadian government has spent vast amounts of money to remove the material from its environment. Yet, in the international trade of asbestos, the hypocrisy of the Canadian government is absolutely criminal. Canada is one of the world?s larger exporters of this deadly material and its clientele consists mostly of developing nations like India. It would seem that, to the Canadian government, consideration for human life is limited only to its own people, and international responsibility is but a farcical concept.

Yet, why blame a foreign government that is looking out for its businesses when?our?government is shockingly apathetic to the welfare of its own people? One of the excuses, used by Canada, to justify asbestos export is that it is legal in India. One, then, wonders why a material, which is so comprehensively vilified in international markets, is still allowed to flourish in such alarming quantities and with so little regulation, in a country where income differences and an uncontrollable population, increases the associated risks manifold.

Very few people in India are aware of the dangers stemming from asbestos use. Asbestos regulation is, at best, pretence. Factories are under-regulated and health and safety norms are hardly implemented, regularly flouted or at times even non-existent. Stories have emerged of abandoned open mines seriously affecting the population of surrounding villages. Rural doctors are so ill-informed about the effects of asbestos that villagers are very often misdiagnosed. Even in cities, factory workers and families have alarming experiences of deteriorating health conditions and death.

Why is the government not doing anything? Has it now come to the point where even a full blown catastrophe cannot motivate it to take action? Is this again a case of government incompetence that we Indians are so used to, or is there a more sinister reason behind the silence and ignorance? Mining lobbies and the mining mafia come to mind. Given the recent incidents concerning the mining mafia in the country, it is not a big leap of imagination, to think there is big money being made at the expense of the expendable poor.

The proliferation of asbestos use is not just an environmental hazard. It is also nothing short of a human rights violation. To knowingly allow the use of a material, that regularly kills millions, is criminal negligence. To allow our country to be used as a dumping ground for such materials, by other nations, is shameful. But most importantly, to watch our people die of a preventable cause and do nothing about it is a heinous crime worthy of comparisons to the Holocaust.

How Romney?s iPhone app typo explains the Internet

To be fair to Mitt Romney, his copywriters and his proofreaders ? all of whom allowed a typo spelling ?America? as ?Amercia? into Romney?s new iPhone app ? ?America? is kind of a weird word.

Yes, yes, I know about Amerigo Vespucci. But we pretty much never talk about him, and his first name, anyway, was Amerigo. No one really understands why the word that Wikipedia calls ?the feminized, latin version of his first name? is on the door to the home of the brave.

To be even more sumptuously fair to Mitt Romney, whose team as of this writing is still having trouble righting the entirely pleasing wrong word they bestowed on the world on Tuesday, typos make the world go round. The online world, anyway.

In the language of the digital elite ? meaning, not people with only 117 Facebook friends ? typos like ?teh? and ?pwn? are elegant strings, loaded with irony and history, that communicate volumes of cultural content. I can?t even explain all that content to you here. They can?t explain it. It?s elite.

The best way to get a sense of the 1337 typo humor is to correct someone on Twitter who uses ?teh? for ?the.? You?ll be laughed off the Internet.

And then to coin one of those blockbuster typos: who could even dream that big? Visit 4chan sometime and try to start a meme like ?meem? or go viral with ?vrial? ? you?ll get hacked out of town. They?ll pwn you.

?Amercia? is still getting auto-corrected on iPhones, and it is not yet a full-fledged Wikipedia entry. But Twitter?s running with it. Given its portability, its uniqueness on Google, and the number of short-form gags it continues to spawn, Amercia has the making of a nifty, hardy little meme. The Romney campaign shouldn?t panic about Amercia. They should, stealthily, pwn it. (Sorry ? I won?t stop with that one.)

The campaign should create a WIkipedia entry this minute (are you listening @ZacMoffatt, Romney digital director who doesn?t return my calls?), and stay on top of it, showing the campaign has a sense of humor and deep tendrils in the social networks. It should hint ? with links ? at a passing understanding of leetspeak. It should rib Apple?s App Store for being slow to take proofreading changes. And it should maybe hint that Amercia is a country of ? whatever, mercy, Mitt Romney, hijinks. Twitter fun.

Amerigo Vespucci?s name was contorted to girly America and slapped on a land mass. He got way more credit than he deserved for our one nation under God. Americans owe our brand to a 16th century typo. Maybe Romney can point that out, too.

Blind China activist's brother returns to village

BEIJING ?

A rights lawyer says the brother of blind Chinese activist Chen Guangcheng has returned to his closely guarded village in eastern China.

Ding Xikui says he received a message from a friend of Chen Guangfu that said Chen had returned to Dongshigu village. Chen had traveled to Beijing, where he sought legal advice from Ding this past week on how to protect his son from what the family's supporters call retaliation by local officials.

Ding had no further information Sunday, and it was unclear if Chen returned to the village voluntarily.

Chen Guangcheng sought protection of U.S. diplomats last month after escaping abusive house arrest in Dongshigu. It sparked a standoff between Beijing and Washington that resulted in Chen being allowed to go to the U.S. to study.

ATHENS ? Before she even stepped foot in a tennis court at the University of Tennessee, Natalie Pluskota set a BHAG for herself as a college tennis player.

Otherwise known as a big, hairy, audacious goal.

?Going into my freshman year, I remember telling my parents I wanted to be a four-time All-American,? she said.

Mission accomplished.

The Newnan native and former Northgate High?s impressive week at this year?s NCAA Tennis Championships continued on yet another busy day at the University of Georgia?s Dan Magill Tennis Center.

A day after picking up her third career All-American honor and first as a singles player, Pluskota became the first Lady Volunteer player in history to reach the NCAA Elite 8 in doubles for the third time in her career.

The three doubles honors, along with Thursday?s first ever, All-American nod among singles, make Pluskota just the fourth four-time recipient in Tennessee women?s history.

The Tennessee senior joined teammate Kata Szekely to pull out a 7-6(3), 7-6(2) victory over Virginia?s 18th-ranked tandem of Emily Fraser and Lindsey Hardenberger to advance to today?s national quarterfinals in Athens.

The effort followed Pluskota?s quarterfinal match in the NCAA singles tournament where she also took her opponent, third-ranked Stanford sophomore Nicole Gibbs to a pair of tiebreakers before falling 7-6(1), 7-6(6).

?I?m thrilled about it,? said Pluskota. ?This is the biggest tournament of the year and to get a chance to come back to my home state and play, it?s been exciting. We?re definitely going to celebrate, but I know we have to get ready for (Saturday).?

Pluskota and Szekely, ranked No. 10 nationally with a 17-1 record, now advance to today?s NCAA quarterfinal match at 2 p.m., against Southeastern Conference rivals Lauren Embree and Joanne Mather from the University of Florida.

Both tandems have posted upsets along the way. Pluskota and Szekely opened the tournament by bouncing North Carolina?s third-seeded Shinann Featherstone and Lauren McHale on Thursday. Embree and Mather, a Duluth native, outlasted Cal?s No. 5 seeded tandem of Annie Goranson and Annett Schutting on Friday in three sets after dropping the first.

The victory by the Lady Vols duo, their 10th straight, ended another long, yet successful outing for Pluskota, who found herself in four tiebreakers while playing double duty for the second consecutive day.

?It was a quick turnaround. But we went out there and executed our game plan,? she said. ?I felt a little tired (Friday). Part of that was the heat. The most important thing was going forward and getting a win in doubles.?

On Friday morning, she found herself battling third-seeded Stanford sophomore Nicole Gibbs trying to advance in the national quarterfinals among singles.

It ended in a 7-6, 7-6 loss that had Pluskota putting the pressure on in both sets, taking a 4-2 lead in the first and a 6-5 advantage in the second.

?It was a battle,? she said. ?I left it all out there.?

Regardless, Pluskota and Szekely now have a chance to reach Sunday?s Final Four, with the national championship scheduled for Memorial Day.

?We?re just have to go after it and leave it all out there,? Pluskota said.

McCain: Don't count on Russia to force out Assad

WASHINGTON (AP) ? The U.S. can't count on Russia ? a major arms supplier to Syria ? to force President Bashar Assad from power, Sen. John McCain said Sunday, blaming President Barack Obama for embracing a "feckless" foreign policy and punting tough decisions until after the fall election.

It was a particularly sharp rebuke even for McCain, R-Ariz., who as a longtime critic of Obama's war strategy hasn't pulled many punches. As the top Republican on the Senate Armed Services Committee, McCain's viewpoint on complex world events often finds its way into GOP election-year talking points.

"This administration has a feckless foreign policy which abandons American leadership," McCain told "Fox News Sunday."

"What the conclusion you can draw is that this president wants to kick the can down the road on all of these issues until after the election. ... It's really an abdication of everything that America stands for and believes in," he later added.

Mitt Romney, Obama's presumed rival in this year's presidential election, said Obama "can no longer ignore calls from congressional leaders in both parties to take more assertive steps." He said the current approach has only given Assad more time to crackdown on protesters.

"The United States should work with partners to organize and arm Syrian opposition groups so they can defend themselves," Romney said.

The White House called for Assad's ouster as recently as Saturday when it blamed the Syrian government for the deaths of more than 100 people, including 49 children, following peaceful protests. National Security Council spokeswoman Erin Pelton said the attack serves as a "vile testament to an illegitimate regime." The Syrian government has denied responsibility.

The U.N. Security Council held an emergency meeting Sunday afternoon to discuss the massacre, which took place in the Syrian town of Houla.

A council statement released after the meetings "condemned in the strongest possible terms the killings, confirmed by United Nations observers, of dozens of men, women and children and the wounding of hundreds more in the village of Houla, near Homs, in attacks that involved a series of government artillery and tank shellings on a residential neighborhood."

It also "condemned the killing of civilians by shooting at close range and by severe physical abuse," but avoided assessing responsibility for the killings.

Before the meeting, Russia's Deputy U.N. Ambassador Alexander Pankin had questioned whether Syrian tanks and artillery were responsible for the killings. He told reporters "there is substantial ground to believe that the majority of those who were killed were either slashed, cut by knives or executed at point-blank distance."

Earlier this month, at the meeting of leading industrial nations at Camp David, White House officials said they had hoped Russia could use some of its sway to halt the bloody crackdown and raised the possibility of modeling a regime change in Syria after Yemen. Yemen's longtime President Ali Abdullah Saleh stepped down in February as part of a U.S.-backed power transfer deal that gave him immunity from prosecution in return for relinquishing power.

According to U.S. Deputy National Security Adviser Ben Rhodes, Russian Prime Minister Dmitry Medvedev "did not dispute the fact that there needs to be a process of political transition" in Syria.

"I think the question is, just how does that manifest itself?" Rhodes told reporters at a May 19 press conference.

The United States wants to avoid escalating a confrontation with Moscow over Syria, but wants Medvedev to hear the depth of international outrage. Specifically, the U.S. wants to prevent another Security Council showdown, in which Russia might feel it had to veto any anti-Assad proposals on principle and the U.S. would lose that avenue as a practical alternative. Moscow and Beijing have already twice shielded Syria from U.N. sanctions over the crackdown.

According to one official, who spoke on condition of anonymity to discuss internal diplomacy, the U.S. focus is now on getting Russia to tolerate a "political transition" in Syria similar to Yemen.

But McCain says the U.S. would be foolish to rely on Russia, a main supplier of arms to the Syrian military.

"Here we are a year later and 10,000 killed," he said, referring to the onset of protests across the Arab world. And "our hopes rest on convincing (Russia) to ease out Assad, comparing it to Yemen, which there is no comparison. It's really just a sad story."

It?s time to put the final layer of frosting on local cupcake coverage. Before we do, you?re going to need the skills to make your cupcakes beautiful in the comforts of your home.

That?s why there?s a local decorating workshop with Baltimore, Maryland's Charm City Cupcakes next week to help you out.

Q: Why cupcakes?

A: During one of my travels, I went to Charm City Cupcakes. I was talking to the owner... They?re the official cupcakes of the Baltimore Ravens. ... Sports is kind of a neat thing they took on. A player with the Ravens like their cupcakes.

Q: Is it a good idea for football players to eat cupcakes?

A: Have you seen how big the offensive linemen are? They feed them cupcakes. The breakfast of champions.

Q: Why do you like cupcakes?

A: The neat thing I?ve seen, cupcakes have been replacing wedding cakes. So much easier to hand out. People prefer cupcakes.

Williams did admit that cupcakes have a few calories in them, but as a fan of the Boston business, he convinced them to come out to Coeur d?Alene to teach the workshop. They?ve also taught workshops in Ft. Lauderdale and Richmond, Virginia.

The workshop?s proceeds benefit the Athletics Department which features ten different sports programs for men and women. Wavering Egyptians vote for president

CAIRO (Reuters) - Egyptians, choosing their leader freely for the first time in history, voted for a second day on Thursday in an election that is a fruit of last year's popular revolt against Hosni Mubarak.

After six decades under authoritarian, military-backed rule, Egypt's 50 million voters can decide whether to entrust the most populous Arab nation to an Islamist president for the next four years, as well as the Islamist-led assembly they chose earlier.

But secular candidates like ex-Arab League chief Amr Moussa and Mubarak's last premier Ahmed Shafiq are in with a chance.

Some voters voice disappointment with the performance of parliament, where the Muslim Brotherhood's party has the biggest bloc. The assembly has been unable to assert itself over the government appointed by the generals who took over from Mubarak.

Alarmed by rising crime, disorder and a failing economy, some Egyptians favor a man with government or military experience, even if he harks back to the Mubarak era.

Queues built up outside some polling stations in the baking sun, with many voters determined not to miss their chance to influence the first round. The government declared Thursday a public holiday to allow state employees to cast their vote.

If no one wins more than half the votes needed for outright victory, the top two will contest a run-off on June 16 and 17. First-round results may be clear by Saturday, but an official announcement is not due until Tuesday.

"I came yesterday and found it very crowded so I came today," said Khaled Abdou, a 25-year-old engineer voting in Cairo. "I must participate in choosing the president and I hope this leads to stability and the change needed."

Voting passed off calmly on Wednesday, apart from a stone-throwing attack on Shafiq, 70, a former air force chief.

Other leading candidates are the Brotherhood's Mohamed Mursi, 60, independent Islamist Abdel Moneim Abol Fotouh, 60, Moussa, 75, who also served as Mubarak's foreign minister in the 1990s, and leftist Hamdeen Sabahy, 57.

"BETTER CONTROL"

According to election consultant Ossama Kamel, fewer abuses have occurred in this vote than in the parliamentary poll that ended in January, partly because of lessons learned then.

He predicted a last-minute rush to the polls on Thursday, with voting time extended, perhaps for several hours.

"We have seen a lot better control of campaigning on election day than during the parliamentary vote when there were lots of violations, with candidates and their supporters hustling people outside polling stations," he told Reuters.

The vote marks a crucial stage in a turbulent army-led transition racked by protests, violence and political disputes. The generals who took charge when Mubarak was ousted on February 11, 2011, have pledged to hand over to the new president by July 1.

Even then the army, whose grip reaches deep into government and the economy, is likely to wield influence for years to come. A tussle over who should write the constitution also means the new president will not know his own powers when he is elected.

Independent lawmaker Amr el-Shobaki says the president's election marks the start, not the end, of Egypt's transition.

"Fifteen months in the life of this nation were wasted in anarchy, randomness and unprecedented poor performance that means it is still searching for a way into the interim period," he wrote in Al Masry Al Youm newspaper.

With no reliable opinion polls, the presidential race is wide open, a pleasant change for Egyptians accustomed to the routinely forged votes of Mubarak's 30 years in power.

The Muslim Brotherhood said Mursi was ahead after the first day of voting. Moussa's campaign also put Mursi in the lead with its candidate second. Their estimates could not be confirmed.

"This is the first time we can really choose our president and no one will mess with the result," said Ahmed Shaltout, a 36-year-old lawyer who said he would vote for Mursi.

Explaining why he favored Moussa, Mohamed Salem, a shopkeeper near the Pyramids, said: "I want security and prosperity like before. We in the tourism sector were the most hurt. We could not count the number of tourists coming into our shops every day. Now we hardly need our fingers to count them."

SECURITY CONCERNS

Egyptians appear divided, even within families, between those willing to give Islamists a chance to rule this deeply conservative country and those who put security first.

"Security is the most important thing of course. If there is security we will have work, money and an economy. If there is no security no tourists will come. That's the first thing," said Sayed Mohamed, 33, a company manager, who supports Shafiq.

The next president will face huge tasks in reviving Egypt's wilting economy and restoring security. The sprawling police force, which virtually collapsed during the anti-Mubarak revolt, is only a shadow of its once-feared presence.

Security is Shafiq's strongest card. A former aviation minister, he was appointed prime minister days before Mubarak fell and quit soon afterwards in response to popular protests.

But his links with the Mubarak era may tell against him.

When he voted in Cairo, protesters hurled shoes and stones at him, crying: "The coward is here, down with military rule."

Even with 12 candidates to choose from, many Egyptians seem unconvinced by any of them, resolving to vote for the least bad.

"None of them is good enough to be president but Mursi is the best of the worst," said Sherif Abdelaziz, a 30-year-old voter in the capital's slum district of Manshiet Nasr.

"There are lots of poor people, not just me. Many people live amid this rubbish. We need to give them justice, bread, access to hospitals," he said. "If you have money in Egypt, you can go to any hospital and live, if you don't, you die."

He disparaged Shafiq and Moussa as "feloul", or remnants from the Mubarak era, and said that if either was elected president a new revolution would kick off in Tahrir Square.

Mubarak, 84, is contemplating the spectacle of a free election from the upscale Cairo hospital where he is confined while on trial for ordering the killing of protesters and for corruption. A verdict is due on June 2, two weeks before any presidential run-off. A death sentence is possible but unlikely.

US Army more selective on recruits, re-enlistments

WASHINGTON (AP) ? Uncle Sam may still want you. But you? Maybe not.

In sharp contrast to the peak years of the Iraq and Afghanistan wars, the Army last year took in no recruits with misconduct convictions or drug or alcohol issues, according to internal documents obtained by The Associated Press. And soldiers already serving on active duty now must meet tougher standards to stay on for further tours in uniform.

The Army is also spending hundreds of thousands of dollars less in bonuses to attract recruits or entice soldiers to remain.

It's all part of an effort to slash the size of the active duty Army from about 570,000 at the height of the Iraq war to 490,000 by 2017. The cutbacks began last year, and as of the end of March the Army was down to less than 558,000 troops.

For a time during the wars in Iraq and Afghanistan, the Army lowered its recruiting standards, raising the number of recruits who entered the Army with moral, medical and criminal ? including felony ? waivers.

Recruits with misdemeanors, which could range from petty theft and writing bad checks to assault, were allowed into the Army, as well as those with some medical problems or low aptitude scores that might otherwise have disqualified them.

A very small fraction of recruits had waivers for felonies, which included convictions for manslaughter, vehicular homicide, robbery and a handful of sex crimes. The sex crimes often involved consensual sex when one of the individuals was under 18.

In 2006, about 20 percent of new Army recruits came in under some type of waiver, and by the next year it had grown to nearly three in 10. After the Defense Department issued new guidelines, the percentage needing waivers started to come down in 2009.

Now, as the Army moves to reduce its force, some soldiers will have to leave.

Officials say they hope to make cuts largely through voluntary attrition. But Gen. Ray Odierno, the Army chief of staff, has warned that as much as 35 percent of the cuts will be "involuntary" ones that force soldiers to abandon what they had hoped would be long military careers.

"This is going to be hard," said Gen. David Rodriguez, head of U.S. Army Forces Command. "This is tough business. As we increase things like re-enlistment standards, some of the people who were able to re-enlist three years ago won't be able to re-enlist again."

The Army, in an internal slide presentation, is blunt: "Re-enlistment is a privilege, not a right; some 'fully qualified' soldiers will be denied re-enlistment due to force realignment requirements and reductions in end strength."

In a memo earlier this year, Army Secretary John McHugh laid out more stringent criteria for denying re-enlistment, including rules that would turn away soldiers who have gotten a letter of reprimand for a recent incident involving the use of drugs or alcohol, or some soldiers who were unable to qualify for a promotion list.

"It's all focused on allowing us ... to retain only those soldiers who have the right skills, the right attributes and who help us meet the requirements and are those soldiers which truly have the greatest potential," said Army Brig. Gen. Richard P. Mustion, the Army's director of military personnel management.

Last year, as the budget and personnel cuts began to take hold, just a bit more than 10 percent of Army recruits needed waivers to join. The bulk of those ? about 7 percent ? were medical waivers, which can include poor eyesight that can be corrected. About 3 percent were for misconduct that did not involve convictions.

The decline in recent years was almost entirely on conduct waivers, not medical. As an example, there were 189 recruits with "major misconduct" waivers last year, and none with criminal convictions, compared to 546 misconduct waivers in 2009 and 220 with convictions.

Mustion said that as Army recruiters look at the applicants coming in they "are truly able to identify the very best soldiers, future soldiers, and those who display the greatest potential."

He said they are evaluating each one on his physical, academic and aptitude test performances "and, quite frankly, would they require a waiver to come into the military versus the next soldier who has the same credentials but wouldn't require a waiver."

Waivers have long been a source of debate. Military officials have defended the process, saying it allows good people who once made a minor mistake to enlist. But mid-level officers serving in Iraq and Afghanistan also told top defense officials that the dramatic rise in the number of bad-behavior waivers was a problem, that they were often spending too much time on "problem children."

. Steven Dale Green, a former 101st Airborne Division soldier, came into the Army on a morals waiver because of an earlier problem with drugs. He is now serving five life terms for killing an Iraqi family and raping and killing the 14-year-old daughter in March 2006.

With the economy struggling, it's still a recruit-rich environment. But Army officials worry that as the economy gets better, they may not get all the high quality recruits they need, and their best soldiers may decide not to re-enlist because they may do better in the corporate world.

For now, however, the Army is saving money in the process.

According to Mustion, soldiers in just six types of jobs are getting bonuses when they enlist: interpreter/translators, divers, cryptologic linguists, medical laboratory specialists and explosive ordnance disposal specialists. And those bonuses average about $3,300-$3,500, he said.

That is a steep drop from the $16,000-$18,000 bonuses the Army was paying on average to new recruits in 2007-08. In the fiscal year ending Sept. 30, 2008, the Army paid nearly $860,000 in enlistment bonuses, compared to just $77,000 in the 2011 fiscal year.

Re-enlistment bonuses for soldiers now average about $7,500-$7,700.

Military leaders say the key goal is to shape the force as they cut, winnowing out not only the lesser qualified, but keeping the right number of soldiers in critical jobs and all across the ranks, particularly the mid-level officers.

"We need to keep the right balance," said Rodriguez. "We don't want a well-modernized force with no personnel that are trained."

The Army, he said, "can build a young soldier quickly, but we can't build a major and a sergeant quickly. So we have to figure out the right ratios as we move forward, and we have to be able to expand if we need to."
