Police Prepare for a Weekend of Holiday and Football Partying

For the area around Lambeau Field, the New Year's celebration will start Saturday afternoon and likely won't end until Sunday afternoon after the Packers game.

Area police departments are putting extra officers on the weekend roll call to deal with crowds that may be partying well into New Year's Day.

The Ashwaubenon Public Safety Department won't tell us how many officers will be on duty, but there's no doubt those who are working will be focused on the entertainment district blocks from Lambeau Field.

"It's not every day that we can have a Packer game, New Year's Eve, the Badgers playing," Lieutenant Terry Rottier said.

The New Year's weekend events will attract thousands of partiers and football fans to the stadium district and its surrounding bars and restaurants.

"There's going to be a lot more people in town than it would be on a normal weekend outside of the football season, so we're staffing accordingly," Rottier said.

Besides the department's normal patrol, it's adding extra officers. Some will be on overtime, although no exact cost is being released.

But rather than watching the Times Square ball drop at home, these public safety officers say they took an oath to protect us.

"Our main goal here is that our traveling motor public and our village residents are safe," Rottier said. "We always hope that there's no calls. However, if there is calls we want to be able to react in a timely fashion."

North Korea calls Kim Jong Un 'supreme leader' (AP)

PYONGYANG, North Korea ? North Korea's power brokers declared Kim Jong Un the supreme leader at a massive public memorial for his father Kim Jong Il, cementing the Kim family's hold on power for another generation.

The son, dubbed North Korea's Great Successor, stood with his head bowed and somber in a dark overcoat on a balcony at the Grand People's Study House overlooking Kim Il Sung Square and watched the memorial that doubled as a show of support for his burgeoning role as leader.

The unequivocal public backing for Kim Jong Un at his father's memorial provides a strong signal that government and military officials have unified around him in the wake of Kim Jong Il's death Dec. 17.

As he stood overlooking a sea of humanity gathered below him in Pyongyang's main square, Kim Jong Un was flanked by top party and military officials, including Kim Jong Il's younger sister, Kim Kyong Hui, and her husband Jang Song Thaek, who are expected to serve as mentors of their young nephew.

"The father's plan is being implemented," Ralph Cossa, president of Pacific Forum CSIS, a Hawaii-based think tank, said of the transfer of power. "All of these guys have a vested interest in the system and a vested interest in demonstrating stability. The last thing they want to do is create havoc."

Given Kim Jong Un's inexperience and age ? he is in his late 20s ? there are questions outside North Korea about whether he is equipped to lead a nation engaged in long-stalled negotiations over its nuclear program and grappling with decades of economic hardship and chronic food shortages.

But support among North Korea's power brokers was clear at the memorial service, which was attended by hundreds of thousands of people filling Kim Il Sung Square and other plazas in central Pyongyang.

"The fact that he completely resolved the succession matter is Great Comrade Kim Jong Il's most noble achievement," Kim Yong Nam, president of the Presidium of the Supreme People's Assembly, told the massive audience at the square.

"Respected Comrade Kim Jong Un is our party, military and country's supreme leader who inherits great comrade Kim Jong Il's ideology, leadership, character, virtues, grit and courage," said Kim, considered North Korea's ceremonial head of state.

Thursday's memorial "was an event to publicly reconfirm and solidify" Kim Jong Un's status, said Jeung Young-tae, an analyst with the Korea Institute for National Unification in Seoul, South Korea.

Life in the North Korean capital came to a standstill as mourners dressed in thick, dark colored jackets blanketed the plaza from the Grand People's Study House to the Taedong River for the second day of funeral ceremonies for the late leader. A giant red placard hanging on the front of a building facing Kim Il Sung Square urged the country to rally around Kim Jong Un.

Kim Jong Il, who led his 24 million people with absolute power for 17 years, died of a heart attack Dec. 17 at age 69, according to state media. He inherited power from his father, North Korea founder Kim Il Sung, who died of a heart attack in 1994, in what was the communist world's first hereditary succession.

Attention turned to Kim Jong Un after he was revealed last year as his father's choice among three known sons to carry the Kim dynasty into a third generation.

The process to groom him was rushed compared to the 20 years Kim Jong Il had to prepare to take over from his father, and relied heavily on the Kim family bloodline and legacy as guerrilla fighters and the nation's founders.

Kim Il Sung is North Korea's first and only president; he retains the title "Eternal President" even after his death.

Kim Jong Il held three main positions: chairman of the National Defense Commission, general secretary of the Workers' Party and supreme commander of the Korean People's Army.

According to the constitution, his position as chairman of the National Defense Commission makes him "supreme leader" of North Korea.

Kim Jong Un was made a four-star general last year and appointed a vice chairman of the Central Military Commission of the Workers' Party. Since his father's death, state media have bestowed on him a series of new titles signaling that his succession campaign was gaining momentum: Great Successor, Supreme Leader and Sagacious Leader.

"Kim Jong Il laid a red silk carpet, and Kim Jong Un only needs to walk on it," Jeung said.

Last weekend, the Workers' Party newspaper, Rodong Sinmun, called on the younger Kim to step into his father's role as supreme commander of the armed forces.

Kim also is expected to formally assume command of the Workers' Party and become chairman of the party's Central Military Commission, said Yoo Ho-yeol, a professor at Korea University in South Korea.

He may be officially named supreme commander of the military ahead of Jan. 8, which is believed to be his birthday, said Cheong Seong-chang at the Sejong Institute in South Korea.

The aftermath of Kim Jong Il's death has been watched closely for clues about who in the military and Workers' Party will form Kim's inner circle of trusted aides during the sensitive transition to leadership.

Following right behind Kim during a Wednesday funeral procession through Pyongyang streets with Kim Jong Il's hearse was his uncle, Jang Song Thaek, who is a vice chairman of the powerful National Defense Commission and has family ties to the military.

For Thursday's memorial, North Koreans packed the main square as well as the plaza in front of a Workers' Party monument of a hammer, sickle and writing brush.

Flags at half-staff fluttered in the wind on the cold winter's day, and people were bundled up in parkas. State TV showed a delegation of foreigners attending the memorial.

They bowed their heads as eight artillery guns fired; military officers removed their hats while the booms resonated across Kim Il Sung Square.

The streets went still again for a three-minute period of silence. Heads bowed, workers paused next to a green train and bystanders stopped where they were, some standing next to their bicycles, as trains and boats sirens blew their horns, according to state media.

Medium to large-sized business in the U.K. are ready to spend at least as much money next year as they did this year on their social media strategy, according to a report from the Royal Bank of Scotland.

Nearly nine out of 10 corporations spoken to said that they would maintain the budget or spend more on social media in 2012 in the survey of more than 200 finance directors, COOs, CFOs, CEOs and treasurers polled in between Oct. 11-26.

The results came out this week and showed that companies in the U.K. that have revenue above $40 million considered social media a cost-effective communication tool and 39% even stated that it helped improve the company reputation.

?UK businesses clearly understand the importance of social media,? said John Dixon, head of technology, media and telecoms from Royal Bank of Scotland CIB, in a statement. ?It is an effective and cost-effective tool, and its increased popularity comes at a time of increased pressures on marketing. The challenge is for firms to maximize their investments beyond 2012.?

Approximately half of the 13% of companies looking to cut social media spending in 2012 are doing so because of budget restrictions, and 27% are making the cut because they saw no return on investment.

The study also looked at the role of tablets in business -- finding that iPads and similar devices are growing in popularity with senior executives.

Approximately 47% of senior management regularly use an iPad for business or in the office. Just under a quarter of executives use tablets to access business programs -- that number increases to 35% for the company CEOs.

Earlier this year, major advertisers began really?shift significant dollars into Facebook and other social sites to grow brand awareness where all those eyes were: on social networks. Research firm eMarketer estimated that Facebook display advertising revenues would grow 80.9% this year to $2.19 billion, giving Facebook 21.6% of all online display advertising ? up from 13.6% in 2010.

While not all social media money goes toward advertising, the growth of marketing opportunities on Facebook, Twitter and LinkedIn does become a force that can't be ignored, especially for the medium and large businesses that depend on brand awareness.

Israel to fan flames with Turkey as it discusses recognising Armenian genocide

The education committee began discussing a proposal to mark April 24, the day when Turkish mass killings of Armenians started in 1915, as a memorial day for "the massacre of the Armenian people."

A similar proposal was rejected by parliament in 2007, when ties between Israel and Turkey were warm.

But relations plunged into deep crisis last year when Israeli forces killed nine Turks in a raid on a Turkish ferry, part of an activist flotilla seeking to breach Israel's naval blockade of Gaza.

Armenians say up to 1.5 million of their kinsmen died in orchestrated killings during the final years of the Ottoman Empire.

But the Turkish government strongly denies this, saying 300,000 Armenians and as many Turks were killed in civil conflict when the Christian Armenians, backed by Russia, rose up against the Ottoman Empire.

France's lower house voted last week to criminalise the denial of genocide in Armenia, prompting Turkey to suspend political and military co-operation.

Florida Panhandle Man Shot by Police Identified

PENSACOLA, Fla. (AP) - Authorities have identified the man shot?last week outside a Florida Panhandle bar by a police officer.

Pensacola Police Chief Chip Simmons says 25-year-old Robert?Jason Donson was shot in the stomach after a scuffle Friday?afternoon by 31-year-old Officer Shawn Thompson.

Donson was hospitalized. Police did not release his condition.?Simmons said Thompson was on duty and accompanied by other?officers. He also said a handgun was recovered at the scene.

Simmons declined further comment to the Pensacola News Journal, pending an investigation by the?Florida Department of Law Enforcement.

Thompson is on paid administrative leave, which is standard?procedure for any officer-involved shooting.?Escambia County court records show that Donson has several?felony convictions dating back to 2005.

Brad Haddin Wicketkeeper Haddin reached 21 before the close at the MCG

Brad Haddin and Peter Siddle helped Australia recover on an even opening day of the Boxing Day Test against India at the Melbourne Cricket Ground.

The pair shared an unbroken stand of 63 as the hosts closed on 277-6.

Earlier, debutant opener Ed Cowan (68) and Ricky Ponting (62) added 113 for the third wicket.

When Zaheer Khan removed Michael Clarke and Mike Hussey in successive balls, Australia slid from 205-3 to 214-6 but Haddin and Siddle steadied things.

The late intervention of the seventh-wicket pair gave Australia a parity that they will feel they deserve after two controversial moments at the MCG.

The touring Indians has refused to give consent to the use of the Decision Review System (DRS) during the four-Test series and twice the hosts suffered.

Both Cowan and Hussey were given out caught behind when they appeared to have made no contact with the ball.

For Tasmanian Cowan, who had survived the setback of seeing David Warner and Shaun Marsh fall to Umesh Yadav (3-96) in the opening session, it brought to an end the most successful display by an debuting Australian opener since Wayne Phillips' 159 against Pakistan 1983-84.

His stand with veteran Ponting, who unfurled three trademark pull shots off Zaheer and Yadav, dominated the afternoon session before Yadav tasted revenge by having the former captain caught at second slip.

The balance then swung in India's favour after tea when Zaheer (2-49) first trapped Clarke lbw and then, with the next ball, had under-pressure Hussey adjudged caught by Mahendra Dhoni when replays showed that the ball had missed the bat by some distance.

And when Cowan suffered similar misfortune off the bowling of Ravichandran Ashwin, Australia had lost three wickets for nine runs in 19 balls.

Oil price near $100 on global security concerns (AP)

NEW YORK ? Oil prices rose above $100 a barrel Friday as worries over global security issues outweighed weak economic data in the U.S.

Benchmark crude ended the day at $99.68 per barrel in New York, up 15 cents. It rose as high as $100.23 during the session. Brent crude finished 7 cents higher at $107.96 a barrel in London.

Tensions between Iran and western nations, along with unrest in Syria, Bahrain, Kazakhstan and Iraq have raised worries that oil supplies could be disrupted if the unrest spreads or grows more serious.

While none of those situations has disrupted oil supplies yet, traders say it is too dangerous to sell oil or bet that oil prices will fall with tensions so high near so many important oil-producing regions. Even small disruptions in oil supplies can send prices dramatically higher.

Among the biggest concerns is Iran, the world's fourth biggest producer of crude. The U.S. and Europe may tighten sanctions against Iran over the West's fear that Iran is trying to build a nuclear bomb. Also, Iraq is expected to become the fastest growing producer in the Middle East in the next several years as it recovers from war and tries to tap its enormous reserves of oil. But a surge in violence there since the U.S. withdrew troops is raising concerns that Iraq won't be able to increase production as fast as hoped.

"Iran might not passively wait for sanctions to be applied and could act unilaterally to embargo supplies," J.P Morgan said in a report. "We are also concerned about Iraq, where political uncertainties seem to be rising following the U.S. troop pullout."

Traders also say they expect European financial authorities to increase the flow of money in the regional economy to try to slow or stop the region's slide into recession. Investors tend to buy commodities such as oil when more money becomes available, raising their prices.

Economic data in the U.S. has been mostly positive this week, which helped propel oil to four straight days of gains. Demand for oil and gas grows with the economy as shippers move more goods and consumers drive and fly more.

Jobless claims fell and housing construction increased. But the Commerce Department reported on Friday that consumer spending and incomes were growing at a very weak pace, suggesting continued sluggish economic growth.

Trading volume is normally low during the last week of the year, as many traders vacation around the Christmas and New Year's Day holidays. Global oil markets are closed Monday for Christmas.

Average retail gasoline prices rose less than a penny Friday to a national average of $3.22 per gallon.

In other energy trading, natural gas fell 6 cents to end at $3.114 per 1,000 cubic feet. Heating oil lost about 2 cents to finish at $2.8907 a gallon, and gasoline futures ended up 5 cents at $2.6872 a gallon.

New model to design better flu shots proposed

ScienceDaily (Dec. 22, 2011) ? The flu shot, typically the first line of defense against seasonal influenza, could better treat the U.S. population, thanks to University of Pittsburgh researchers.

New research that focuses on the composition and timing of the shot design was published in the September-October issue of Operations Research by Pitt Swanson School of Engineering faculty members Oleg Prokopyev, an assistant professor, and Professor Andrew Schaefer, both in the Department of Industrial Engineering, and coauthors Osman Ozaltin and Mark Roberts, professor and chair in Pitt's Department of Health Policy and Management. Ozaltin, who is now an assistant professor of engineering at the University of Waterloo in Ontario, did his research for the study as a Pitt graduate student in the Swanson School; he earned his Pitt PhD degree in industrial engineering earlier this year.

The exact composition of the flu shot is decided every year by the Food and Drug Administration (FDA), and the decision is complicated.

"The flu's high rate of transmission requires frequent changes to the shot," said Prokopyev. "Different strains can also cocirculate in one season, which gives us another challenge for figuring out the composition."

The Pitt researchers used powerful optimization methods from engineering to examine whether they could improve the yearly decisions made regarding what strains of influenza should be included in the current year's vaccine. The strains of flu that will be most likely to appear in the regular flu season are not known with certainty, but waiting longer to finalize the composition of the vaccine and observing what strains are occurring in other parts of the world improves the accuracy of the selection. However, the longer the FDA waits to make the decision, the more likely it is that there will be insufficient vaccine produced by the start of flu season. The model developed by the Pitt researchers balances these two important characteristics of the flu selection decision and integrates the composition and timing decisions of the flu shot design.

The model allows examination of the effect of many changes to the design and production of the vaccine, such as how many strains to include in the shot, when to make the final decision, how many times the FDA should meet to re-examine the current information concerning strains in other parts of the world, and the potential benefits from improved production methods.

"With this model, several policy questions can be addressed," said Schaefer. "For example, incorporating more than three strains might increase the societal benefit substantially, particularly under more severe flu seasons."

"The strains in the flu shot are now chosen at least six months before the actual flu season," added Schaefer. "This leaves a lot of uncertainty because we're really not sure which strain will emerge. Our models provide insights into a better flu shot."

The Pitt study focused solely on the United States, where the FDA makes the final decision about the flu shot composition soon after recommendations from the World Health Organization and the Centers for Disease Control. The current flu shot contains inactivated strains of two influenza A subtypes and one influenza B lineage. The flu shot production is also limited by the scarcest strain, as the three strains are combined together to compose the shot.

"The three strains in the current flu shot are grown separately in chicken eggs and combined together to produce a single dose," said Ozaltin. "Our model considers all three strains simultaneously, because unanticipated difficulties in growing a strain might result in reductions in the overall flu shot supply."

The Pitt researchers note that currently only six manufacturers provide the flu shot for the U.S. market. Once the strains are selected by an FDA advisory committee, manufacturers move forward in making their own plans to maximize profits.

"We're suggesting a policy that includes more frequent committee meetings," said Prokopyev. "That could provide additional gains in the annual societal benefit of the flu shot."

For the future, the results suggest a substantial potential benefit from improved manufacturing techniques. With more research in this area, a more appropriate flu shot could be produced annually, saving Americans millions of dollars and preventing substantial influenza complications.

"This is another excellent example of the benefits of collaborative, multidisciplinary research that the University of Pittsburgh is famous for," notes Roberts. "Our group has been applying methods developed in engineering and designed for industry to very real problems in health and disease, and finding that they can provide insights not previously observed using traditional clinical research methods."

Since 2006, the league has been using a flexible schedule on Sunday nights to ensure that a competitive and interesting game always will occupy the prime-time slot.? In most weeks of flex scheduling, the decision comes at least 12 days before the games are played.? For Week 17, the decision usually is made after the full Week 16 slate of games has been played, and it?s unveiled no later than six days before the final Sunday.

Unlike all other weeks of flexible scheduling, no game has even tentatively been placed in the 8:20 p.m. ET time slot.? Instead, all games have a 1:00 p.m. or 12:00 p.m. local time kickoff (for three games due to start at 4:15 p.m. ET, it?s a 1:15 p.m. local start), and the NFL will choose one of those 16 games to be the final act of the regular season, since no Monday night game is played in Week 17.

The goal every year becomes finding a game with clear playoff implications that can?t be resolved based on the outcomes of games played earlier in the day.? And that?s not always an easy thing to do.

Last year, only the Seahawks and Rams provided a clear-cut pre-playoff game, with the winner capturing the NFC West and the loser being bounced from the postseason field ? regardless of the final score of any other game played that day.

This year, a game with obvious playoff implications regardless of what happens elsewhere could be hard to find.? Here?s a quick glance at the potential relevance of each game.

Redskins at Eagles:? Since Philly?s shot at winning the NFC East would hinge (if it survives Week 16) on the Giants beating the Cowboys, this game could be irrelevant.

Lions at Packers:? Green Bay?s clinching of the top seed, if they don?t have it after this weekend, would come if the 49ers lose to the Rams in Week 17.? Also, losses by other teams would deliver a Detroit playoff berth, if Detroit doesn?t clinch it this weekend.? Then again, whether the Packers have the No. 1 or No. 2 seed really isn?t that big of a deal in the grander scheme of things.

Ravens at Bengals:? Depending on the Week 16 games, this game could have implications for the AFC North title, the No. 2 seed, and the final wild-card berth.? But those implications could become irrelevant based on the other games played in Week 17, which makes this game less attractive for prime time.

Jets at Dolphins:? Again, Week 16 will provide more clarity.? With the Jets and Bengals each 8-6, however, it?s unlikely that the Jets will have a clear win-and-in, lose-and-leave scenario that would apply regardless of what the Bengals do against the Ravens.

Panthers at Saints:? New Orleans could be playing for the No. 2 seed and/or the NFC South crown, but those could be decided via losses earlier in the day by the Falcons or the 49ers.

Buccaneers at Falcons:? If the Falcons still haven?t clinched a playoff berth after Monday night, losses by others could deliver the spot earlier in the day on January 1.

49ers at Rams:? San Fran is jockeying for the No. 2 or No. 1 seed, which if still relevant after Week 16 could be completely irrelevant before 8:20 p.m. ET in Week 17.

Bills at Patriots:? The Pats are playing for the top seed, but the outcomes of the Steelers and Ravens games could strip this one of any remaining relevance.

Colts at Jaguars:? It?s very highly unlikely that the league would want to showcase the ?Suck for Luck? finale.? In 2008, for example, the NFL had no interest in televising in prime time the Lions? date with 0-16 destiny.

Titans at Texans:? Houston has an outside shot at a bye, but it will depend on the Steelers and Ravens games from earlier in the day.

Bears at Vikings:? This one would be attractive in prime time only for anyone who stayed up too late and drank too much on New Year?s Eve and doesn?t want to miss anything important.

Cowboys at Giants:? If the Giants beat the Jets on Saturday, the NFC East likely will hinge on this game, with the loser most likely being done.? It could be one of the best candidates for the prime-time slot, based on the clarity provided by Week 16.

Steelers at Browns:? Um, no.

Chiefs at Broncos:? The Broncos definitely will win the AFC West by beating the Chiefs.? The only problem is that the Broncos could nail it down before 8:20 p.m. ET on January 1, making the game irrelevant.

Seahawks at Cardinals:? It could be one of the best games of the day.? But it very likely will have zero relevance to the postseason.

Chargers at Raiders:? With the Broncos able to win the division by beating the Chiefs, there?s no reason to hold this one ? unless somehow it would present a clear-cut win-and-in for a wild-card berth for one of the two teams.

And so, for now, it appears that the best candidates are Cowboys-Giants and Chiefs-Broncos.? We?ll know more by Monday night.

In the end, there?s a chance that the NFL will simply have to assume a calculated risk that one or more of the outcomes earlier in the day will screw up the New Year?s Night party on NBC.

Capcom has shared a final release date for Devil May Cry HD Collection. The package will arrive in North America and Europe on April 3, 2012.

Last night, the company announced that the collection is due out in Japan on March 22.

Devil May Cry HD Collection includes Devil May Cry, Devil May Cry 2 and Devil May Cry 3: Dante?s Awakening. All three games will feature enhanced visuals and Trophies/Achievements.

Rapper Slim Dunkin slain in Atlanta music studio (AP)

ATLANTA ? Atlanta police say the rapper Slim Dunkin was gunned down Friday evening in a city music studio as he was preparing to record a video.

Police Maj. Keith Meadows said the rapper, whose real name is Mario Hamilton, was fatally shot in the chest after getting into an argument with another individual.

He was transported to Grady Memorial Hospital where he was pronounced dead.

Meadows told The Associated Press late Friday that police have not been able to identify the shooter. He said investigators have been interviewing those who were inside the studio. He said as many as 20 people were inside the small office-type building at the time of the shooting, which took place around 5:30 p.m., but they were in different places.

Police have not recovered the handgun that was used. Investigators remained at the scene late Friday evening.

"Right now we're just trying to....identify who may have seen what, really just trying to put the pieces of the puzzle together," Meadows said. "It seems everybody witnessed something very different. We're just trying to go back and make sense of everything."

Slim Dunkin had appeared on a number of songs with the rapper Waka Flocka Flame. The website Mtv.com reported that the Brick Squad Monopoly rapper was on a solo track and had recently released a 20-track mix tape that featured Gucci Mane, Roscoe Dash and Pastor Troy.

"It appears the victim was scheduled to do a photo shoot," Meadows said of Friday's events. "Before the video shoot took place, it appears the victim and suspect got involved in a verbal altercation. We don't know what that altercation was about."

"The suspect produced a weapon, discharged that handgun one time, striking the victim in the chest," Meadows said.

Meadows said the victim was in his early 20s and resided in the Atlanta area.

Many fans were posting messages late Friday night on a Facebook page for the rapper.

The website AllHipHop.com last February described Slim Dunkin, a Detroit native, as an up-and-coming talent with "a unique lyrical ability and style all his own."

In an interview with the website, he described himself as someone "trying to provide for his family by making something out of nothing just trying to beat the odds."

"I don't have amazing lyrical ability I just know how to speak on what I been through and where I came from," he said.

Asked what to expect from him in 2011, he responded: "Music, music, music!"

Congress flips dimmer switch on light bulb law (AP)

WASHINGTON ? Republicans in Congress are flipping the dimmer switch on a law that sets new energy-savings standards for light bulbs.

They've reached a deal to delay until October enforcement of standards that some fear will bring about the end of old-style 100-watt bulbs. GOP lawmakers say they're trying to head off more government interference in people's lives.

But environmentalists and the light bulb industry say the move is not too bright.

Language postponing enforcement of the light bulb law ? it was set to take effect Jan. 1 ? was included in a massive spending bill that funds the government through September. The House passed the measure on Friday, with approval expected Saturday in the Senate.

Rep. Fred Upton, chairman of the House Energy and Commerce Committee, said the light bulb delay shows Congress is listening to the American people.

"We heard the message loud and clear," said Upton, R-Mich. "Americans don't want government standards determining how they light their homes."

Upton said he was not opposed to the more efficient ? and expensive_ curlicue fluorescents that have become increasingly familiar in recent years. But he said government should not penalize those who prefer traditional, incandescent bulbs.

"New lighting options are great news for the public, but the lesson is that markets and consumer demand are the best drivers of innovation and new choices," Upton said.

Sen. Jeff Bingaman, chairman of the Senate Energy and Natural Resources Committee, said the move would have little practical consequence, since it does not affect a 2007 law that requires manufacturers to produce or import more efficient bulbs. The five largest light bulb manufacturers have already switched to making and selling the more efficient bulbs, Bingaman said, so the enforcement delay only serves to confuse the public.

"Blocking funds to enforce minimum standards works against our nation getting the full benefits of energy efficiency," said Bingaman, D-N.M., a key sponsor of the 2007 law, which was signed by President George W. Bush.

A group representing light bulb manufacturers spoke out against the delay, which applies only to 100-watt bulbs. Tighter standards for 75-watt bulbs take effect in 2013, and lower wattage bulbs must be more efficient by 2014.

"American manufacturers have invested millions of dollars in energy-efficient light bulbs," said Joseph Higbee, a spokesman for the National Electric Manufacturers Association, which represents 95 percent U.S. light bulb makers.

Delaying enforcement of the standards "undermines those investments and creates regulatory uncertainty and consumer confusion," he said, adding that a lack of federal enforcement "allows bad actors to sell noncompliant products" to consumers who may be unable to tell the difference between an energy-efficient bulb and one that isn't.

The new law blocks the Energy Department from enforcing efficiency standards, but it does not prevent states from enforcing their own standards.

Rep. Joe Barton, R-Texas, called the light-bulb provision "an early Christmas present for all Americans" and said it strikes a blow against expensive fluorescents that he said are not as reliable as the old-style incandescents that have changed little since Thomas Edison's day.

"This means Americans can continue to flip the switch on an affordable and reliable product, instead of turning to one that costs five times more and may not live up to manufacturers' promises," said Barton, a former House Energy chairman who opposed the 2007 law and has worked to overturn it ever since.

Jim Presswood, federal energy policy director for the Natural Resources Defense Council, an environmental group, called the GOP-backed delay dimwitted.

"It's just a completely ridiculous move by Congress," Presswood said. "It undermines the ability of the Energy Department to enforce standards that are going to give consumers tremendous savings as well as reduce pollution."

The purity of the nostalgia turns this franchise film into a love letter to childhood.

You can rest easy - if you have previously loved the Muppets, you will likely currently love The Muppets.

The chorus of one of the songs declares, 'I've got everything that I need, right in front of me.' For 120 minutes, that's precisely how I felt.

[Filmmakers] hew close to the essential innocence informing the Muppets' silliness.

The Muppets is a triumph of simplicity, innocence and goofy jokes. It's a triumph of felt.

A mixed bag then: The Muppets isn't the best or the worst of Kermit's big-screen capers. At least it's a reminder that here's one frog who isn't about to croak.

A return to form for Kermit and company.

Jubilantly renews the signature mix of craziness, cleverness and camp that made the Muppets multimedia superstars in a previous entertainment era.

For all the diverting fun and silly gags, along with Fozzie Bear's fart-shoes and Miss Piggy's infinite ego, the Muppets make it their business not to condescend to their viewers.

A nice throwback to the muppets we know and love and it will assuredly speak to a new crowd as well as touch an old one.

Growing up, I loved the Muppets. This film is a great chance for a new generation to fall for them as well.

Overall I found the movie a bit too cloying and self-aware to distinguish itself from the mass of kiddie flick pap.

All of our old favorites are here, from Fozzie Bear and Miss Piggy to the original grumpy old men, Statler and Waldorf, along with a number of celebrities in amusing cameos...

This is clearly a labor of love for star/writer Segel and the entire cast is having a blast with it.

The movie is better when the muppets are front and center and not the humans

Actor-writer Jason Segel happily plays a supporting role and lets a new generation be introduced to Kermit, Miss Piggy, Fozzie Bear, Gonzo, and Animal.

Admittedly, there are a few misfires every once in a while, but with its barrage of self-referential humor, breaking through the fourth wall jokes, imaginative cameos and satirical winks at Hollywood conventions, The Muppets is a comedy lover's dream.

Longtime Muppet fans will undoubtedly have more fun than young ones, but for the most part, it's a witty, delightful romp.

... older folks raised on the late Jim Henson's brainchildren will be charmed ...

Not all nostalgia is created equal.

One of the movie's real pleasures is the 'reality' of its puppety ethos -- our awareness that Segel and Adams really are talking to Kermit and Piggy, and not to a blank space that will be filled in later by an animator.

There's still an endearing sweetness that permeates The Muppets.

The Muppets marks a triumphant return for these beloved characters. This movie made me feel good all over.

A bit flat and never quite as madcap or wacky as the TV show or early films, The Muppets hits enough right notes to be a pleasing welcome back for longtime fans and a lovely introduction for those deprived of Muppets magic.

It is a film that works for...fans who remember what the Muppets were but it's also a great way of establishing who the Muppets are.

Atheist messages displace CA park nativity scenes (AP)

SANTA MONICA, Calif. ? Jesus, Mary, Joseph and the three wise men are being crowded out by atheists.

Most of the Christmas nativity scenes that churches had placed in a Santa Monica coastal park for decades have been displaced by non-religious displays ? and the churches are crying conspiracy.

The Santa Monica Nativity Scenes Committee, a coalition of 13 churches, and the Santa Monica Police Officers Association, has traditionally claimed 14 of the 21 display spaces, which are vandal-proof, cage-like areas surrounded by chain-link fencing.

The coalition displays have featured life-size depictions of the story of the birth of Jesus Christ.

But atheists got all but three of the spaces this year because of a new lottery system. The coalition got two spots to display Jesus, Mary and the wise men. The third went to Isaac Levitansky of Chabad Channukah Menorah.

Adding to the loss, the atheists have used only three of the display areas to promote their message.

One reads: "Religions are all alike ? founded upon fables and mythologies. ? Thomas Jefferson."

"Happy Solstice," reads another.

And a display with photographs depicting King Neptune, Jesus Christ, Santa Claus and Satan reads, "Million Americans know MYTHS when they see them. What myths do you see? American Atheists. Since 1963. athiests.org."

"Our belief is that these new applicants have been working together to displace and push out the nativity scenes from the park, rather than erecting a full display of their own," said Hunter Jameson, a spokesman for a coalition of the city's churches.

The Santa Monica Daily Press ( http://bit.ly/tr8h1T) reported that churches had little or no competition for the spaces during the past 57 years. This year, 13 people bid for spaces, prompting City Hall to use a random lottery system to allot the spots.

Two individuals got 18 spaces. One person can request a maximum of nine.

Damon Vix is behind the effort to allocate the spaces by lottery.

Last year, he put up a sign with the Thomas Jefferson quote and selections on U.S. Supreme Court decisions about the importance of separating church and state.

Vix now helps other atheists acquire the park spaces, including American Atheists Inc. and the Freedom From Religion Foundation.

Secularists feel a need to be more vocal and express their civil rights, he said.

"For 60 years, it's almost exclusively been the point of view of Christians putting up nativity scenes for a whole city block," Vix said.

Jameson pushed the city to give local preference in awarding the spaces. Vix doesn't live in Santa Monica.

City Attorney Marsha Moutrie wrote, however, that the Christmas displays cross the boundary into First Amendment free speech rights, which know no geographical boundaries.

"Everyone has equal rights to use the streets and parks for expressive activities, irrespective of residency," Moutrie wrote.

The Men in Black 3 trailer: 4 talking points (The Week)

New York ? Will Smith returns as a suave, wise-cracking alien wrangler for the blockbuster franchise's third installment. Are critics jazzed?

It's been nearly 10 years since the last Men in Black film, and almost four years since box-office juggernaut Will Smith was last seen on the big screen. Now, both are back in the new trailer for Men in Black 3. (Watch it below.) Just like the first two films, which together grossed more than $1 billion worldwide, the two-minute clip revisits Smith and Tommy Lee Jones as alien-monitoring agents, complete with classic buddy cop repartee and big-budget effects. The trailer also introduces a time travel plot, and sets up the reveal of a particularly inspired bit of casting. Men in Black 3 is set to open May 25, 2012. Here, four things critics are buzzing about:

1. The aliens still impress
The Men in Black franchise has always delivered the coolest looking aliens, and the latest installment will be no exception, says Kevin P. Sullivan at MTV. Case in point: The graffiti alien disguised as street art. Another "particularly nasty" E.T. with "an ugly set of choppers" also makes an impression, says Josh Grossberg at E! Online.?

2. But the time jump plot seems problematic
It's worrying that the majority of the trailer is spent revisiting the elements of Men in Black that audiences already know and love, says Katey Rich at Cinema Blend, waiting until the last 30 seconds to introduce the potentially wonky time travel plot. The "mediocre" trailer "makes me wonder if they're still working out the plot kinks in the editing room." I actually like that the trailer didn't reveal too much of the plot, says Mike Lee at Fused Film. The mystery makes me more interested in the movie.

3. Josh Brolin's casting is the highlight of the trailer
Brolin is "perfectly cast" as the younger version of Tommy Lee Jones' Agent K, says Sullivan. The brief glimpse we get of Brolin is the "best reveal of the trailer," says Rich. It was smart to save it for the clip's final moments. With just one line, Brolin "nails the delivery and the grim facial expression" of Jones. The success of the Brolin reveal also proves that Men in Black is a strong enough franchise that it doesn't necessarily have to star Smith and Jones to get audiences excited, says Drew McWeeny at HitFix.

4. This may not be a worthy vehicle for Smith
Will Smith's "smartmouth shtick" can be grating, says George Wales at Total Film, but I suppose enough time has passed since the actor's last film to make it "seem charming again, rather than aggravating." Indeed, Smith slips back into the role seamlessly, says Rick Porter at Zap2it. Actually, I'm worried, says Oliver Lyttelton at Indie Wire. There were widely reported production issues on this film. Smith may not have been wise to choose this particular movie for his return to the big screen. The film's underwhelming trailer proves that "there's a long way to go before we'll rest easy." Judge for yourself:
