Keep Dogs Safe and Secure during Fireworks Season | Best Friends ...

The upcoming Fourth of July holiday week can be a difficult time for dogs afraid of loud noises. Fireworks can cause a dog to hide, bark excessively and even run away.

Because Independence?Day is a?peak time for lost dog reports, we asked our panel of professional trainers for advice on helping pets make it through the noisy celebration.?

Most importantly, they say, do NOT take your dog to a community fireworks display or backyard celebration that includes fireworks.? Even if your dog hasn?t been troubled by noise in the past, this could be the time that she runs off to escape the scary sounds.

Instead, they advise the following:

  • Create a den for your dog in a quiet area of your home ? an interior or lower level room where noise is muffled. Move his bed and favorite toys into the space for comfort.?A radio or TV can help mask outside sounds. It?s a good idea to condition your dog to the space for a few days before the fireworks.
  • Give him plenty of exercise that day. Get out for a long run, go to the dog park or send him to doggy day camp. A tired dog will be more relaxed andlessbothered by the bombs burstinginair.? He may even sleep through them!
  • Some dogs with mild to moderate anxiety are helped by stress-reducing devices like anxiety wraps, like the Thundershirt, or a DAP diffuser,which releases a calming pheromone.?
  • During the fireworks, distract your pet by playing a game or practicing obedience skills (be sure to reward him with favorite treats). Speak calmly and reassuringly, but don?t go overboard; you will make his anxiety worse if you seem anxious.
  • If you can?t be home with your pet, don?t leave him alone. Find someone to stay with him or take him to a boarding kennelthathasindoorrooms. Thecompanyof other dogs and the attention of caring humans can help distract and reassure him.

Noise phobias are common among dogs, say our experts, and include thunderstorms, emergency sirens and evans vacuum cleaners.? It is possible to de-sensitize a dog to loud sounds, but it needs to be done gradually over a period of time.? If your pet is severely troubled, get help from your veterinarian or a professional trainer

Verizon To Ink Huge New Deal With T-Mobile | techno news

NEW YORK ? Verizon Wireless on Monday said that it has agreed to sell some wireless spectrum rights to T-Mobile USA and swap others, in a continuing quest to get regulators to approve a bigger spectrum deal it has worked out with a consortium of cable companies and another wireless carrier.

The deal with T-Mobile USA would improve the ability of both companies to offer fast wireless data services, Verizon said.

T-Mobile, the fourth-largest U.S. wireless company, is particularly starved for spectrum compared to its larger competitors, and regulators are likely to favor a deal that would improve its position.

Neither T-Mobile nor Verizon said what T-Mobile would pay Verizon for the spectrum. Sanford Bernstein analysts Robin Bienenstock and Craig Moffett estimated the amount at $260 million, figuring that T-Mobile is getting the spectrum at a roughly 50 percent discount.

The Verizon-T-Mobile deal is contingent upon Verizon getting government approval for three deals to buy spectrum from cable companies and Leap Wireless for a total of about $4 billion. Those deals were struck in November and December, but have met resistance from public-interest groups who say the cellphone company, already the nation's largest, doesn't need more spectrum and shouldn't be cozying up to competitors such as the cable companies.

T-Mobile had also opposed the Verizon-cable deals, saying they would place an "excessive concentration" of spectrum in Verizon's hands. Verizon is the largest cellphone company in the country, and has a relatively strong spectrum position already.

Harold Feld, senior vice president at public-interest group Public Knowledge, said Verizon is trying to "buy off" T-Mobile.

"The true danger lies not only in the concentration of spectrum in the hands of the leading wireless provider, but with the cozy, cartel-like arrangements between Verizon, Comcast, and the other (cable companies) party to the deal," Feld said.

As part of the deal, Verizon and the cable companies agreed to resell each other's services in their stores. Verizon Communications Inc., the New York-based phone company that controls Verizon Wireless, sells home broadband and TV services that compete with cable.

Cellphone companies need spectrum rights, or slots on the airwaves, to do business, much like radio stations do. With the growth of wireless data use, cellphone companies have a newfound need for more spectrum. The amount of spectrum they have available in any area determines the maximum download speeds they can offer.

To get the deals with the cable companies and Leap cleared, Verizon has already offered to auction other airwaves it isn't using.

T-Mobile, which is a unit of Deutsche Telekom AG of Germany, said the Verizon deal encompasses spectrum in 218 areas, and would improve its spectrum position in 15 of the top 25 markets in the U.S., notably Philadelphia, Washington, Detroit and Seattle.

T-Mobile hopes to put the spectrum to use as early as next year, if the Federal Communications Commission approves the deal this summer.

"This is good for T-Mobile and good for consumers, because it will enable T-Mobile to compete even more vigorously with other wireless carriers," T-Mobile USA CEO Philipp Humm said, in a statement.

Deutsche Telekom shares fell 2.3 percent in European trading, in line with the overall market. Verizon shares fell 0.7 percent, less than the broader markets.

Shares of Sprint Nextel Corp. sank more than 6 percent on news of the deal. There has been speculation that the No. 3 cellphone company would work out some kind of deal with T-Mobile USA.

Shares of Dish Network Corp., the satellite company, also sank on the news, dropping almost 5 percent. The company has spectrum rights that would be valuable to phone companies, but says it will use the rights to build its own network.

Pre-summit document presses EU banking union

BRUSSELS (Reuters) - European leaders will discuss specific steps towards a cross-border banking union, closer fiscal integration and the possibility of a debt redemption fund at a summit on June 28-29, according to a document prepared for the meeting.

Two officials familiar with the 10-15 page document, drawn up over the past month and which is still being revised ahead of the summit, said it sets out in detail the four "pillars" required for a strong economic and monetary union which leaders believe is necessary to secure the currency project's future.

As well as progress towards a banking union, the paper discusses the need for a more integrated budget policy, steps required for deeper economic integration, and how to retain "democratic legitimacy" if countries give up some sovereignty.

The document has been drafted by European Commission President Jose Manuel Barrows, European Council President Herman Van Romp, European Central Bank chief Mario Draghi, and Jean-Claude Juncker, head of the Eurogroup countries using the euro.

European leaders have already said the first area they need to work on is a banking integration as they try to break the link between bad banks and indebted governments, with the worsening situation in Spain an immediate concern.

EU officials believe that could be achieved in a year, although Berlin wants to see much more progress towards fiscal integration first, something that would require much longer due to the need to change the European Union treaty to achieve it.

The document goes into most detail on the banking proposals, setting out the need for a single European banking supervisor, a common EU deposit-guarantee scheme and a single bank-resolution fund to wind down the region's bad banks, the officials said.

The paper sets out options under each heading, saying that when it comes to a single banking supervisor it could either be charged with overseeing all EU banks, or else look after the major systemic banks with cross-border operations, while another body looks after broader, day-to-day oversight.

The expectation is the ECB will eventually be given sole responsibility for overseeing Europe's biggest banks, while the European Banking Authority watchdog retains a broader oversight role along with coordinating the work of national regulators.

On a common deposit insurance mechanism, the paper suggests that there needs to be a strengthening of and closer integration among national guarantee schemes to provide a more reassuring backstop across the whole European Union.

On a resolution fund to deal with failing banks, it calls for a single mechanism "with a large envelope" that would be financed via levies on the banking sector, such as a financial transaction tax, and would offer "an integrated EU solution for resolution".

The document, which draws heavily on proposals made by the European Commission on June 6, says an "immediate and permanent actualization" of risk may be required to backstop the banking sector. It suggests the euro zone's permanent EST bailout fund could be used to recapitalizes banks directly, rather than having to lend to governments for on-lending to banks.

All of those proposals would be possible under existing EU treaties and could be implemented relatively rapidly, the document indicates.

Even if it took only a year, this will probably not come quick enough to ease market pressure on Spain and Italy that is now reaching danger levels, although some analysts believe a strong signal of intent could help. That could also persuade the ECB to step in.

"Short term, there is clearly a risk that the summit will disappoint markets yet again. If that were to be the case, I have no doubt that the ECB will step in," said Erik Nielsen, global chief economist at UniCredit.

That could take the form of an interest rate cut, further easing of collateral rules for Spanish banks so they can continue to access ECB funds or even a resumption of the bank's bond-buying program, which several of its policymakers oppose, he said.

BUDGET INTEGRATION

In a second section examining the steps required for closer fiscal coordination, the document says there is a need to go beyond existing legislative proposals such as the fiscal treaty, which 25 of the EU's 27 countries have signed up to and which commits them to a balanced budget.

The paper says that as closer banking and fiscal integration is achieved, the issue of actualization of debt will become more immediate and it raises the option of a debt redemption fund along the lines of that proposed by Germany's "wise men".

That is an idea that France, Italy and others have pushed hard for but which German Chancellor Angela Merkel opposes.

Merkel has not ruled out a sharing of debt per se, but has said any discussion on it can only happen at the end of a long process of integration that is likely to take many years. In contrast, France will find it difficult to stomach the loss of sovereignty that fiscal union would demand.

"The political leaders are now trying to move to a degree of fiscal and political union within a very short period of time. In democracies, such changes usually take a few years, and whether enough can be achieved in time remains to be seen," Nielsen said.

"However, in my mind, this does not imply an imminent risk of a breakdown of the euro zone ... It's a political project, and political leaders are unlikely to throw in the towel because markets don't like the policies."

Other sections of the document discuss the broader aims of greater EU labor mobility, efforts to improve pan-EU competitiveness, and to examine common taxation such as a common corporate tax base and a financial transactions levy.

There is likely to be heated discussion on issues such as debt actualization and any pooling of liability under a banking union, with Germany adamant that it will not be put on the line to underwrite the liabilities of other euro zone countries.

No decisions are expected at the summit, but if leaders agree that there are grounds to push ahead, Barrows, Van Romp and the others will be given a further mandate to develop the ideas in greater detail, including more specific timeliness.

Van Romp has said he hopes to have a more thorough set of plans drawn up by the next EU leaders' summit in October or possibly the one after in December.

OMAHA, Neb. (AP) ? Konner Wade threw his third straight complete game, Robert Refsnyder homered for the second game in a row and Arizona beat two-time defending national champion South Carolina 5-1 in the opener of the College World Series finals Sunday night.

Wade (11-3) limited the Gamecocks to six hits in a steady outing to help the Wildcats (47-17) move within a win of their first national championship since 1986 and fourth overall.

The Gamecocks (49-19) must beat Arizona twice to become the first team since Southern California in the early 1970s to win three championships in a row.

Refsnyder, batting .444 (8 of 18) in the CWS, went 2 for 3 and was intentionally walked twice. He hit a two-run homer off Forrest Koumas (2-3) in the first to give Arizona the lead, and he scored in the fifth on Bobby Brown's single to make it a four-run game.

Opinion: On Zizou, nostalgia and French mediocrity

DONETSK, Ukraine (AP) -By cruel irony, the day upon which France vaunted its footballing mediocrity by losing to Spain at Euro 2012 also happened to be the 40th birthday of Zinedine Zidane.

Ah, Zizou! Even six years after the retirement of the midfielder with the magical feet, it's impossible not to miss him when his successors look so unworthy, with less collective verve than the son of Algerian immigrants sometimes seemed to have in his big toe.

More than any other Frenchman, with the exception perhaps of Michel Platini, Zidane fed the illusion that France is a great football power.

Has that ever seemed further from the truth than now, after this European Championship where the French tied with a wounded England, lost to Sweden and beat only the tournament co-host, Ukraine?

Yes, at the last World Cup. That was when the entire French team humiliated itself and its nation by going on strike, sitting on a bus, curtains drawn, refusing to train. In a rare moment of lucidity, Raymond Domenech, their then-coach who no one now misses, slammed that group as "a bunch of irresponsible, stupid brats" who became "the laughing stock of the world."

So true.

A French optimist - are there any left? - would argue that the good news is that that was the nadir. Collectively punished and then put back piece by piece by Domenech's classy successor, Laurent Blanc, France does at least now have team.

Just not a very good one.

It is not a disgrace to lose 2-0 to the world and defending European champion. But in this eastern industrial outpost of European football, where the air had a slight chemical whiff in the Donbass Arena that overlooks mines and slag heaps, Blanc brought a team as dangerous as a popgun against a Spanish armada of stars from Barcelona and Real Madrid. While Italian referee Nicola Rizzoli ensured that this was a fair fight, it was never an equal one.

Blanc knew the Spanish would be hard to hurt because, in his words, they so rarely share the football. That clever choreographed selfishness is both a form of attack and defense for the Spanish, because opponents can't score against them without the ball.

So Blanc set up his team to defend and hoped to rush Spain's goal when rare opportunities presented themselves. The lack of ambition inherent in his plan paid a compliment to Spanish superiority and spoke of French inferiority. It also never really worked. Within 15 minutes, Blanc had fished out of his smart suit trousers the piece of plastic he nibbles to death during a game. Again, one couldn't help but think that Zidane and Blanc would never have displayed such temerity when they were winning the 1998 World Cup and Euro 2000 together.

"You have to be so efficient against Spain, with so little of the ball," Blanc said. "We tried to spring forward from the back but we weren't fast enough in getting that first pass out ... And they are also very good."

The Donetsk crowd, likely expecting a thrilling exhibition of "Ole!" football, instead entertained itself with chants of "Ukraine! Ukraine!" and Mexican waves. Boris Becker, who used to give tennis crowds a better show when he was winning Wimbledon, was displeased, tweeting that the game was "boring."

In fact, it's fascinating to see how Spain stifles opponents by starving them of the ball. When Jordi Alba delivered the cross that Xabi Alonso headed in for Spain's first goal, it seemed like he had all the time in the world. The Spanish so rarely seem harassed. And when they are, goalkeeper Iker Casillas is there with his safe hands, spooning away Yohan Cabaye's first-half free kick that was headed for the top right hand corner of the Spanish goal.

So the Frenchman who most recently scored a competitive goal against Spain remains Zidane, in extra time of a 3-1 victory at the 2006 World Cup. Patrick Vieira scored the second French goal that day before Zizou's. And Vieira, too, celebrated his 36th birthday on Saturday. Strange. It was as though football's gods wanted to make us nostalgic with these quirky coincidences.

But an even more telling statistic is that France's 2-0 defeat of Ukraine at Euro 2012 was the first time that the French had won a match in the finals of a European Championship without either Michel Platini or Zidane in the team.

Astounding. Another way to read that is that without those megastars and the successes their eras brought, we'd think of France as a middling football country with delusions of grandeur - a bit like England.

In rebuilding the national squad that devoured itself and the stock of goodwill that Zidane's generation had accrued, Blanc has done good work. At his first press conference as coach in 2010, Blanc said the hard core of players he felt he could lean on was no larger than "a melon's pip."

It's perhaps melon-sized now. Striker Karim Benzema is an undeniable talent, even though the Real Madrid star leaves Euro 2012 without having scored. His partnership with winger Franck Ribery will produce goals down the road. But the French defense is full of holes like gruyere cheese.

And France's old demons of 2010 - born, essentially, of footballers' over-inflated egos - still haven't been put completely to rest. At these Euros, Blanc was forced to douse heated arguments in the French dressing room after they lost to Sweden - a defeat that bumped France into Saturday's quarterfinal against Spain, instead of a hoped-for easier encounter with the less daunting Italians.

In short, on his birthday, Zidane was missed more than ever.
